This is a project spanning many localities (13 provinces), with a large area of ​​land clearance and resettlement, many problems arise in the implementation process (determination of compensation unit prices; relocation of graves, technical infrastructure) technical infrastructure, electricity lines, complaints from people…), from 2019 to now, there are still about 0.655 km of ground that have not been handed over and a number of technical infrastructure works have not been relocated.

Specifically, the East North-South Expressway project in the 2017-2020 period includes 11 component projects, with a total length of 652.86 km passing through 13 provinces: The length through Nam Dinh province is 5.1 km; Ninh Binh: 24.45 km; Thanh Hoa: 98.82 km; Nghe An: 87.93 km; Ha Tinh: 4.84 km; Quang Tri: 37.3 km; Thua Thien Hue: 61 km; Khanh Hoa: 54.10 km; Ninh Thuan: 61.50 km; Binh Thuan: 160.47 km; Dong Nai: 51.33 km; Tien Giang: 4.93 km and Vinh Long: 1.08 km.

Leaders of the Department of Construction Management and Traffic Quality Management informed that, at present, the Nghi Son – Dien Chau section (Nghe An area) is 0.1 km entangled; Dien Chau – Bai Vot section (Nghe An area) about 0.055 km; The Nha Trang – Cam Lam section (Khanh Hoa area) is entangled 0.5 km. The Nghi Son – Dien Chau component project still faces some problems due to the construction process.

In the area of ​​Quynh Trang commune and Hoang Mai town, the parish cemetery is entangled. Currently, the locality is actively carrying out recovery and enforcement procedures. The project construction scope also has 12 positions of high voltage lines being installed. The above problems are expected to be completed in June 2022.

Specific implementation progress of projects, the East North-South Expressway for the period 2017-2020 has been approved by the National Assembly for investment in 2017 with a length of 654km, has started scattered in 3 years (2019) , 2020 and 2021), will complete the line in 2023.

Up to now, the Government has established a Steering Committee with members who are leaders of ministries, branches and localities where the expressway passes; Conduct monthly meetings to review work progress.

In this case, the contractor behind schedule must change immediately. Project Management Boards must proactively remove obstacles and difficulties in order to ensure the progress of projects.

The Government is very determined to achieve the goal set by the Resolution of the XIII Congress, to complete 3,000km of expressways by 2025 and 5,000km of expressways by 2030.
