Delegate Vu Tien Loc also affirmed that the decision to build two ring roads in the capital Hanoi and Ho Chi Minh City. Ho Chi Minh is a strategic decision, meeting at the same time, multi-purpose.

However, the delegate noted, in the process of building these roads as a model of new thinking, of the synchronous participation of the whole political system; new thinking of development breakthrough, of total vision and new thinking of transparency; new thinking of a protection policy that cadres dare to think, dare to do.

Therefore, in the project implementation process, it is not only the responsibility of localities and their innovative spirit, but also the protection of those who dare to think and do.

Besides the decisions in making specific institutions, it is necessary to have specific policies to protect cadres in the new period.

Comparison of investment efficiency between public investment and PPP for the Ring Road 3 project in Ho Chi Minh City

Delegate Tran Van Tien agreed with the need to invest in Ring Road 4 of the Capital Region and Ring Road 3 of Ho Chi Minh City as stated in the Government’s Report, and emphasized the investment in two ring roads. in line with the National Socio-Economic Development Strategy and Plan and in line with the national transport development master plan and plan for the period 2021-2025. The investment in these two ring roads is in accordance with the Law on Investment. private.

Delegate Tran Van Tien also said that the Government’s submission to the National Assembly for decision on the policy was within its competence according to the provisions of the Investment Law.

Basically agree with the phase one investment phase of both projects, but delegate Tran Van Tien proposed to clarify why the same size is 4 lanes of expressway, limited but the cross-section between the two routes. Ring roads are very different.

Delegates suggested that it is necessary to consider more, for expressway sections passing through areas with high traffic volume, it is advisable to invest in phase one with a scale of 4 lanes with B=24.75m in order to limit congestion and traffic accidents.

Regarding the division of component projects and investment forms, agreeing with the Government’s report, the delegates agreed with the investment in Ring Road 4, expressway component projects invested in the mode of public partnership – Investment and component projects along both sides of the site clearance and resettlement subproject are invested with state budget.

However, the delegate proposed to clarify why the Ring Road 3 is invested in the form of public investment.

At the same time, it is necessary to re-evaluate the investment efficiency between public investment and public-private partnership investment for Ring Road 3 before deciding on investment policy.

With the proposal for site clearance all at once according to the planning for management, and at the same time separating the site clearance and resettlement of the subproject to assign the local implementation, delegate Tran Van Tien proposed to clarify. Does the one-time site clearance include the parallel road on both sides? It is recommended to study the coordination mechanism in the process of construction, installation, acceptance and handover to avoid comments and recommendations arising later.
