Therefore, in the project implementation process, it is not only the responsibility of localities and their innovative spirit, but also the protection of those who dare to think and do.

Besides the decisions in making specific institutions, it is necessary to have specific policies to protect cadres in the new period.

Delegate Tran Van Tien agreed with the need to invest in Ring Road 4 of the Capital Region and Ring Road 3 of Ho Chi Minh City as stated in the Government’s Report, and emphasized the investment in two ring roads. in line with the National Socio-Economic Development Strategy and Plan and in line with the national transport development master plan and plan for the period 2021-2025. The investment in these two ring roads is in accordance with the Law on Investment. private.

Delegate Tran Van Tien also said that the Government’s submission to the National Assembly for decision on the policy was within its competence according to the provisions of the Investment Law.

Basically agree with the phase one investment phase of both projects, but delegate Tran Van Tien proposed to clarify why the same size is 4 lanes of expressway, limited but the cross-section between the two routes. Ring roads are very different.

Delegates suggested that it is necessary to consider more, for expressway sections passing through areas with high traffic volume, it is advisable to invest in phase one with a scale of 4 lanes with B=24.75m in order to limit congestion and traffic accidents.

With the proposal for site clearance all at once according to the planning for management, and at the same time separating the site clearance and resettlement of the subproject to assign the local implementation, delegate Tran Van Tien proposed to clarify. Does the one-time site clearance include the parallel road on both sides? It is recommended to study the coordination mechanism in the process of construction, installation, acceptance and handover to avoid comments and recommendations arising later.
