Salary survey in 18 provinces

The Ministry of Manpower, War Disability and Social Affairs will conduct a survey of wages in enterprises and the minimum standard of living of workers in 18 provinces and cities, starting April 1.

The survey is conducted in a month, across 2,000 companies including state-owned companies, state-owned stocks, FDI and private companies. The areas surveyed are home to a large number of companies and developed labor markets, such as Hanoi, Ho Chi Minh City, Da Nang, Hai Phong, Bac Giang, Bac Ninh, Vinh Phuc, Quang Ninh and Binh Duong…

The main content of the survey is how the implementation of regional minimum wage regulations, adjusted by companies in the first quarter of this year, when the minimum wage in 2021 has not changed; statistics on the lowest wages actually paid to workers in the four regions of the country; salary fund by job or position, overtime pay; average working hours of employees; salaries, bonuses, benefits, expenses, housing…

The results of the survey become one of the bases for adjusting the regional minimum wage in 2023.

Regional minimum wages have not increased for the second year in a row due to the impact of the Covid-19 pandemic. As of January 1, 2020, the minimum wage for Region I is 4.42 million VND, Region II is 3.92 million VND, Region III is 3.42 million VND and Region IV is 3.07 million VND.

In early 2021, Vietnam’s General Confederation of Labor proposed raising the regional minimum wage instead of delaying it for the whole year, but that couldn’t be approved because of the prolonged pandemic, it took time for businesses to recover. The agency said it would continue to recommend at this year’s National Wage Council meeting, as regional minimum wage adjustments are urgent, as gasoline costs “rise rapidly” causing prices to rise.

According to national statistics, around 70% of workers rent houses built by themselves with an area of ​​less than 3 m2/person. More than 1.7 million workers across the country need stable accommodation, while the average income is 4-6 million VND/month, excluding overtime. 70% of the workers are in the income group of less than 10 million VND. Workers barely have the ability to collect and buy houses.

As a result of the impact of the fourth epidemic (starting at the end of April 2021), approximately 2.2 million people were repatriated. To restore the labor market, the Ministry of Manpower, Persons with Disabilities and Social Affairs has consulted the draft package of 6,600 billion VND. rental assistance for workers in the formal sector with social security contributions. It is expected that each employee working in industrial estates, export processing zones and major economic zones renting or living in accommodation will receive support of 500,000 VND to 1 million per month, for up to three months.
