Submitting to the National Assembly the project of ring road 4 in the Capital region with a capital of VND 94,127 billion

Commenting on the investment policy of the 4th Ring Road construction investment project in Hanoi, the Prime Minister assigned the Ministry of Planning and Investment to continue working with the Hanoi People’s Committee to review and complete the research report. pre-feasibility of the project, prepare a report of the Government and submit it to the National Assembly for approval of the project investment policy in accordance with the provisions of law.

The Prime Minister assigned the Minister of Planning and Investment, authorized by the Prime Minister, on behalf of the Government to sign the Government’s proposal to submit to the National Assembly for approval of the investment policy of the above-mentioned project.

At the beginning of March, the People’s Committee of Hanoi City sent a written request to the Government to submit to the National Assembly for decision on investment policy the investment project to build a ring road 4 in Hanoi capital right at the National Assembly session in May. 2022.

The Ring Road 4 project has a length of 112.8 km. The starting point is on Noi Bai-Lao Cai highway (in Thanh Xuan commune, Soc Son district), the end point is on Noi Bai-Ha Long highway (in Que Vo district, Bac Ninh province).

The project has an estimated total investment of 94,127 billion VND. Expected implementation time period 2021-2028. The project passes through the territory of 3 provinces and cities including Hanoi, Hung Yen and Bac Ninh. In which, through Hanoi, there are 58.2 km; Hung Yen 19 km; Bac Ninh is 25.6 km long and the route connecting to National Highway 18 is 9.7 km long.

The complete scale includes 6 expressway lanes and a system of parallel roads on both sides and corridors to arrange trees, technical infrastructure and reserve for the ring railway. The route connects in the direction of the planning of Noi Bai – Ha Long expressway to Hanoi – Bac Giang expressway in order to close Ring Road 4 with a scale of 4 express lanes.

The project meets the expressway standards with the design of 100km/h with the highway component and the route connecting in the direction of Noi Bai – Ha Long highway; 4-lane section and side roads have a speed of 60-80 km/h.

The Ring Road 4 project will have 8 main intersections built in phase 1, including: Noi Bai – Lao Cai expressway intersection; Me Linh trunk road intersection; Thang Long Avenue; National Highway 6; Phap Van – Cau Gie intersection; Hanoi – Hai Phong expressway intersection; Highway 38; Noi Bai – Lao Cai expressway intersection.
