Le Thi Thu Huyen (on Nguyen Khiet Street, Phuc Tan District, Hoan Kiem District, Hanoi) was born in disadvantaged circumstances, her mother left when she was born. By the time Huyen grew up, she was already married and had 3 children, but she still didn’t have a birth certificate, so she couldn’t register to marry and receive children legally.

Wiping away the tears, Ms. Huyen related that on April 26, 1984, he was born in Hang Bun maternity home. Currently, his father, Mr. Le Huy Son (SN 1961), is serving a prison sentence. Immediately after giving birth, Huyen’s mother took her child to “return” her paternal grandparents on Nguyen Khiet Street and then disappeared.

While living with his grandparents and uncles, Huyen was sent to study at Phuc Tan Elementary School, Hoan Kiem, Hanoi. At the age of 9, he could no longer go to school. From birth to October 19, 2020 (36 years old), Ms. Huyen did not have any identity documents (no birth certificate, no KK, no identity card).

“I was born not knowing my father’s face, not knowing my mother’s face. After more than a decade, my father served my sentence before I met him. At that time, I also asked my father about my mother, but in his memory, he did not remember anything about my mother, and my father also searched and tried many times to get a birth certificate for me, but he was stuck,” said Huyen.

At the age of 18, he realized that paperless life was too difficult, so Huyen continued to study the procedures for working on the relevant paper, but was unable to do so because he did not have enough paper.

“In 2016 I did a blood DNA test with my father, Mr. Le Huy Son, and searched the information stored in the Hang Bun maternity home. However, after a long time, the maternity house no longer kept information about my mother’s birth. The Ward People’s Committee asked to prove the mother’s origin, but I really don’t know who the mother is,” Huyen said.

After 36 years, Huyen also got a birth certificate.

According to Ms. Huyen, after that, she also got married in the Van Mieu ward (Dong Da, Hanoi), but because she didn’t have an identity document, she couldn’t register for marriage and apply for a job, so she only worked as a cleaner and hired cleaners, selling water in sidewalk. She and her husband have 3 children but they are not recognized by law, the first 2 children were born according to the father’s surname, even though they are biological children, but on the birth certificate they must be adopted, while the mother’s share is on the child’s birth certificate, then leave it blank.

“At the time of my third grandson, when my husband was seriously ill, the family went to do DNA tests for the father and son, so the government made a birth certificate for him with his father’s last name and my mother’s name on it. birth certificate,” Huyen said.

Not long after completing the birth certificate for her youngest daughter, sadly Huyen’s husband died from a serious illness, leaving her with 3 children, an already difficult life is now even more difficult. Currently, Huyen’s two eldest children, aged around 18 years, have dropped out of school to work as salespeople, while the youngest (over 5 years old) will enter 1st grade and live with his mother.

The two eldest children live with their grandparents, Huyen and the youngest daughter go to her grandfather’s house.

“When my husband died, I had to take my youngest daughter to my father’s narrow house on Nguyen Khiet street to live, and my two eldest children lived with their grandparents. At the end of 2021, I was informed of the situation and reported by the press, authorities at all levels were involved, so on October 20, 2021, after 36 years of waiting, I received my birth certificate and 1 month later I received my birth certificate. citizen identity”, Huyen shared.

Want to find a stable job

Huyen also said that since receiving his birth certificate and citizen ID, the COVID-19 epidemic has become complicated, so he has not been able to apply for jobs. He applied to work in a supermarket without a degree, and when he went to a restaurant, he was far away with a small child.

Every day, Huyen is facilitated by his cousin to lend a motorbike and take orders to deliver goods.

“Every day my cousin facilitates receiving orders and lends me a motorbike to deliver goods. Sometimes I get 3 to 4 orders, 1 day, 1 day I can’t. Every time I go to send goods, I take my children to send to my sister,” Huyen said.

This mother of three also said that every month with multiple applications, she earns more than 1 million VND, every month with multiple applications, she earns 600,000 VND. This small amount of money, mother and child are also comfortable for everyday life.

In the 30m2 house where Huyen’s father and son live, there is no kitchen. Huyen’s father is a security guard, so he eats at work, and Huyen’s daughter sometimes cooks for him, otherwise the mother and daughter will eat instant noodles all day long.

“Now I just want to find a permanent job to take care of my daughter because she will enter the 1st grade of elementary school,” Huyen recounted.

Ms. Huyen said that he himself only wanted to borrow 10 million VND to buy equipment and opened a bunch of vermicelli noodles to sell at the Chau Long market near his home in order to have the money to go to the fields to feed the mother and daughter with porridge. However, with the current situation, it was difficult to borrow from anyone.

Quach Van Nam – bailiff from Phuc Tan ward (Hoan Kiem, Hanoi) said that citizen Le Thi Thu Huyen was issued a birth certificate in October 2021.

According to him, this is the result after a review process with directions from all levels and sectors. Huyen has a very special situation, it can be said to be rare, Huyen himself was born in a special family. From 2011 to 2020, Huyen married and lived in the Van Mieu ward. When her husband died, Huyen took her little child back to where she lived.

“He has three children, two grown grandchildren, and now he is raising one small child,” said a court official from the Phuc Tan ward.
