Ho Chi Minh City charges port infrastructure fees from 1/4

After two delays, Ho Chi Minh City began charging port infrastructure fees from 0:00 on April 1, the lowest rate was 15,000 VND per tonne, the highest was 4.4 million VND for a 40-foot container.

This information was informed by Mr. Nguyen Ngoc Tuan, Director of the Ho Chi Minh City Inland Waterway Port Authority, at a press conference announcing the implementation of the collection of port infrastructure fees in the area, on the morning of March 25. Before operating, the toll collection system has been tested for a month so that business actors can approach and familiarize themselves with the implementation process.

The lowest charge rate from early April is 15,000 VND per tonne of goods not packed in containers (import and export goods are declared in Ho Chi Minh City); the highest was 4.4 million VND per 40ft container (temporary imports for re-export, bonded warehouses, border gate transfers). Free cases include imported goods that serve security, national defense, social security, natural disaster management, disasters and disease outbreaks.

The dues collection process is carried out electronically, not using cash. The fee payer states information about the electronic customs system. Data that is integrated with the port toll system will automatically notify the cost. After completing the payment of the fee, the bank will send a notification, print an electronic receipt and share it through the port system to confirm the delivery of the goods through the port.

According to Tuan Tuan, the system feature testing process has been checked and ensured smooth prior to official operation. The parties also prepare situations to deal with if there is a problem, to ensure it does not cause bottlenecks or affect business operations. Revenue is public and transparent on the system and businesses can look up.

The head of the Domestic Waterway Port Authority also said the toll collection plan was previously estimated by the city of 1/7/2021However, due to Covid-19, it was postponed to October 2021 and then moved to early April this year. During this period, the estimated revenue is around VND 2,200 billion, which is considered part of supporting businesses to recover after the epidemic.

Bui Hoa An, Deputy Director of the Ministry of Transportation, said that after deducting the revenue from the toll collection unit, they will pay the budget and arrange investment in transportation infrastructure around the port. In the near future, the city’s revenues will be used to invest in projects in the port areas of Cat Lai and Phu Huu (Thu Duc City), such as the expansion of the Nguyen Thi Dinh, Nguyen Duy Trinh, and Vo Chi Cong roads; complete My Thuy Junction

In the port area of ​​Saigon (District 4), the city will invest in building the Thu Thiem 4 bridge connecting via District 7 and reducing congestion at the Huynh Tan Phat – Luu Trong Lu – Nguyen Van Linh junction; expanding Luu Trong Lu road connecting Tan Thuan port with Nguyen Van Linh road…

According to Pak An, if the toll collection plan is correct from July last year, by 2025 the budget revenue is estimated to be around 16,000 billion VND, contributing to accelerate the implementation of the above projects. “Toll collection and infrastructure reinvestment around ports are long-term support for businesses,” An said, adding that when traffic improves, the time to transport goods is shortened, transport units and import-export companies benefit more.
