Quang Tri was assigned to build Cam Lo – Lao Bao highway
The Cam Lo – Lao Bao expressway project is 70 km long, with a scale of 4 lanes, assigned to the People’s Committee of Quang Tri province to organize the implementation.
In a document dated April 15, Deputy Prime Minister Le Van Thanh asked the People’s Committee of Quang Tri province to take full responsibility for the Cam Lo – Lao Bao expressway project. The Ministry of Transport supervises the project implementation in accordance with the planning, ensuring quality, progress and investment efficiency.
The construction start date has not been determined yet.

From 2021 up to now, Quang Tri has continuously proposed and explained the Cam Lo – Lao Bao expressway project. Accordingly, the expressway runs in the east-west direction of the province, connecting Cam Lo district with Lao Bao international border gate, Huong Hoa district. The starting point of the route connects to the North-South Expressway to the East.
The expressway is about 70 km long, has 4 lanes, and a width of 17 m. The total investment of the project is nearly 7,940 billion VND, under the method of private partnership (PPP), the payback period is 21 years. The capital source for the project includes the expected loan from the Japan International Cooperation Organization (Japan) for nearly 3,970 billion VND, 800 billion VND for site clearance from Quang Tri province and 3,170 billion VND from investors.

Currently, from Dong Ha city to Lao Bao international border gate, there is National Highway 9 with 83 km long, with a scale of grade III road, two lanes. Recently, the number of vehicles on Highway 9 has increased, especially container trucks transporting goods to Laos, Thailand and vice versa.
In 2020, import and export turnover through two international border gates Lao Bao and La Lay reached 379 million USD, cleared 151,600 turns of means of transport on entry and exit (over 90% were cargoes), corresponding to 1,400 USD. 28 million tons of cargo. The amount of vehicles and goods above causes overloading and unsafe traffic on Highway 9.
Currently, Quang Tri has the Cam Lo – La Son highway project (Thua Thien Hue), an investment of 7,700 billion VND, expected to be completed by the end of 2022, and the Cam Lo – Van Ninh highway (Quang Binh) is working. The construction procedure is expected to begin in 2023.
