According to the decision, borrowers are non-public preschool and primary education institutions, including: independent children’s groups, independent kindergarten classes, and independent preschool classes of the people-founded and private type. people-founded and private independent preschool education); kindergartens, kindergartens, preschools of the type of people-founded or private (people-founded and private preschools); private primary schools in accordance with the law.

Borrowers must satisfy the following conditions: Being established and operating in accordance with law; Must stop operating according to the requirements of Covid-19 epidemic prevention and control for at least 1 month by the time of borrowing; Having a loan plan to restore and maintain operations and appraised by the Bank for Social Policies; At the time of loan application, customers have no bad debts at credit institutions and foreign bank branches incurred before January 23, 2020.

People-founded kindergartens will receive preferential loans in the future.

The maximum loan amount is 80 million VND/people-founded and private independent preschool educational institution; maximum 200 million VND/people-founded preschool, private school, private primary school.

The specific loan amount for each case is determined by the Bank for Social Policies based on the loan plan.

Loan interest rate 3.3%/year. Maximum loan term is 36 months. The currency for lending and debt repayment is in Vietnam Dong. The interest rate on overdue debt is equal to the lending interest rate for poor households at the time of borrowing.

Loan capital used to repair facilities; procurement of medical equipment and supplies for the prevention of the Covid-19 epidemic; Procurement of equipment for nurturing, care and education for rehabilitation and maintenance of activities.

The maximum loan capital under this Decision is VND 1,400 billion from the Government-guaranteed bond issuance of the Bank for Social Policies as prescribed in Resolution No. 11/NQ-CP. The time for disbursement of the loan capital shall not exceed the date of December 31, 2023 or the time of the end of the loan capital, whichever comes first.
