Belt 4 Ho Chi Minh City will start construction in 2024

Belt 4 is nearly 200 km long, with an investment of 100,000 billion VND, expected to start construction in 2024, exploiting after four years to create a link connecting the Southern key economic region.

The expected progress of the implementation of the Ring 4 route has just been sent by the Department of Transport of Ho Chi Minh City to 4 provinces with the route passing through, including: Binh Duong, Dong Nai, Long An, Ba Ria – Vung Tau, on the afternoon of May 23, after when the parties have agreed.

Ring 4 is designed with 6-8 lanes, the first point is Ba Ria – Vung Tau, the end point is at Hiep Phuoc port (HCMC). In the first phase, the project cleared the entire ground according to the design but made 4 lanes in advance to meet the transportation needs of the area.

Ho Chi Minh City Department of Transport is expected to complete the pre-feasibility study report by the end of this year and decide on investment policy in March next year. Investor selection will be completed in mid-2024 to start the project. The project will be built in 3 years, technical traffic will be opened at the end of 2027 and exploitation and fee will be refunded from the first quarter of 2028.

To achieve this progress, 5 localities need to review the planning, determine the preliminary land area to be recovered; number of affected households with resettlement plan; detailed planning progress compensation and site clearance…

Provinces and cities also study and propose mechanisms to accelerate projects such as: formulating the form of selection of bidding packages, decision-making authority; pre-approval of site clearance boundaries for land acquisition. In order to have enough investment capital, localities will study to issue bonds, exploit land funds along the route…

Previously, in September 2021, the Prime Minister agreed to assign 5 provinces and cities as competent agencies to invest in sections of the Ring 4 through the area. In which, Ba Ria – Vung Tau implements the Phu My – Bau Can section, about 18 km long; Dong Nai makes the section Bau Can – Thu Bien bridge (excluding Thu Bien bridge), 45 km long.

Binh Duong province is assigned to build the section of Thu Bien bridge – Saigon river (including Thu Bien bridge), about 49 km long; Long An will carry out the section of Thay Cai – Hiep Phuoc canal (including the section through Hiep Phuoc area in the territory of Ho Chi Minh City) about 71 km long; and Ho Chi Minh City built the bridge over the Saigon River – Thay Cai canal (including the bridge over the Saigon River), 17 km long.

Belt 4 plays the role of regional linkage, especially connecting Hiep Phuoc port urban area in the South of Saigon with the Southern Key Economic Zone, the Mekong Delta. The closed route creates a seamless traffic network connecting highways, national highways, airports, etc., contributing to regional economic and social development.

Another urgent project with Ho Chi Minh City and neighboring provinces is 3 . belt more than 92 km long will be submitted to the National Assembly for comments at the third session, opening this morning. The project through 4 provinces (Ho Chi Minh City, Dong Nai, Binh Duong, Long An), with a preliminary investment of more than VND 75,000 billion, if approved, is expected to be completed in 2026.
