As for the savings from late payment of interest, the National Assembly Standing Committee said that this is actually a decrease in the estimate compared to the amount of debt payment, so it is not identified as an increase in revenue and savings; It is recommended that this amount should not be included in the allocation of revenue increase and cost savings.

In addition, National Assembly Chairman Vuong Dinh Hue also noted that at the National Assembly’s discussion sessions on the socio-economic situation, many opinions proposed by the National Assembly deputies, besides adjusting the minimum wage, were also noted. If there is a minimum wage in an enterprise, it is necessary to adjust the base salary for cadres, civil servants and public employees on July 1 every year.

Previously, there was an annual salary increase adjustment, but in the past 3 years, it has not been done due to the impact of the Covid-19 epidemic. Meanwhile, the life of cadres, civil servants and public employees is also very difficult.

“Next year, it is necessary to calculate this, because after all, it is also spending on development investment, contributing to stimulating demand,” noted National Assembly Chairman Vuong Dinh Hue.

With other allocation options, the National Assembly Standing Committee basically agreed with the Government’s proposal. As for the remaining unallocated capital, the National Assembly Standing Committee requested the Ministry of Finance to soon agree on the plan with the Finance and Budget Committee. The proposed options are allocating additional resources for the socio-economic recovery and development program, reducing the pressure on overspending and public debt, considering giving additional bonuses to some localities that exceed revenues, and arranging for a number of public investment projects that have urgent needs and can be completed right in 2022. If the Government does not develop a plan to use this amount, it is proposed to reduce overspending to increase debt payments in accordance with regulations of the Government. Law on State Budget.
