Specifically, the Ministry of Information and Communications said that at present, online “black credit” activities are sophisticatedly deployed, associated with debt collection activities in real life, violating the criminal law, so it is necessary to severely punished by the authorities as a deterrent.

From the perspective of state management, the Ministry of Information and Communications has actively and proactively coordinated with relevant ministries and branches to implement solutions to effectively prevent and prevent “black credit” activities. in the network environment.

In May 2022, the Ministry of Information and Communications has sent a document to relevant units to handle this issue. At the same time, the Ministry of Information and Communications has applied its own technical systems to direct and coordinate telecommunications carriers to prevent and handle 15 fake websites of legitimate financial companies (such as Homecreadit, Lotte Finance… ) to commit online fraud.

The Ministry of Information and Communications has directed and oriented press information, radio and television information, propaganda on crime prevention and control in general and “black credit” financial lending in particular.

The proposal to develop regulations on inter-sectoral coordination in the communication of financial crime prevention and control and “black credit” activities was proposed by the Ministry of Information and Communications to the competent authorities.

In addition, the Ministry has directed domestic social network service providers to strengthen their review and work closely with the Ministry of Public Security, the Ministry of Information and Communications and other functional agencies to prevent illegal activities. offense; request cross-border social networks to remove fraudulent links related to loan sharking and “black credit” activities; research and apply technical tools to scan online information for “black credit” content, thereby improving the efficiency of information management.

The Ministry of Information and Communications also guides and exchanges expertise and experience in inspection work with the Departments of Information and Communications to deploy synchronously and concentrate resources, proactively detect and deal with problems early. violations related to “black credit” activities in general and “black credit” in the network environment in particular.

In addition, the Ministry of Information and Communications also closely coordinates and provides information to relevant ministries, departments and agencies such as the Ministry of Public Security, the Ministry of Finance, and the State Bank in the management and supervision of the State Bank of Vietnam. , inspect, examine and handle criminal acts in cyberspace and nationwide.

In addition to directing telecommunications carriers to prevent and handle fake financial companies websites as mentioned above, in coordination, the Ministry of Information and Communications has verified and provided information to customers. The investigative police agency of the Ministry of Public Security and other functional agencies has more than 40 cases related to “black credit” activities through applications (apps) or setting up accounts and groups on social networks to soliciting and enticing small business people, low-income workers, workers, youth, teenagers… to borrow money.
