Practice. Regulations on partial payment of labor to prisoners need to be revised to ensure consistency with the Criminal Judgment Execution Law.

The relevant agencies shall develop a feasible plan, ensure security and safety in the labor zone, provide vocational guidance and vocational training for inmates outside the prison, and agree on the application of criminal policies. The National Assembly Standing Committee assessed the promulgation of the resolution in line with the Judicial Reform Strategy and the orientation for law-making. The prison is responsible for formulating plans, directly managing and supervising the labor area, providing career guidance outside the prison, incarceration, education and re-education, and organizing labor and career guidance for inmates as at the prison. prison. Enterprises invest in, build material foundations and equipment for detention management, hand them over to prisons for management, and coordinate with prisons in organizing labor, vocational guidance and vocational training for inmates.

The pilot model of labor organization, vocational guidance and vocational training for inmates outside prison must ensure safety principles; effectively serve the education and re-education of prisoners, re-integration into the community; creating favorable conditions for inmates to find jobs after serving their prison sentences. Inmates must participate on an equal basis, voluntarily, with remuneration, and have rights and obligations as prescribed by the Law on Criminal Judgment Execution.

Therefore, this content has not been included in the draft law submitted to the National Assembly for approval.
