Car drivers and motorbike drivers left their cars on Giang Vo Street (Hanoi) and rushed into a fight despite many people’s intervention.

According to a clip shared on traffic social networks, seeing two drivers abandon their cars on the road and then fight, some people intervened on both sides. Hearing the car driver say “this guy is a liar”, the motorbike driver replied “you go to your father’s head”.

Even though people had intervened, the car driver still held a stick and rushed to beat the motorbike driver. The two then continued to fight and only stopped when people intervened.

The clip attracted many comments from traffic social network members, most of which said that the two drivers needed to calmly resolve the collision instead of using force.

According to the Decree on sanctioning of administrative violations in the field of security, social order and safety; Prevention of social evils; fire protection and prevention; rescue and rescue; domestic violence prevention and control (Decree 144/2021/ND-CP), the act of “Intentionally causing injury or harm to the health of others but not being examined for penal liability” will be fined. from 5,000,000 VND to 8,000,000 VND.

In the case of being determined to stop and park vehicles in the middle of the road to fight, car drivers may be fined according to the Decree on sanctioning of administrative violations in the field of road and railway traffic (Decree No. 100/2019/ND-CP), as amended by Decree 123/2021/ND-CP.

Specifically, car drivers will be fined from VND 400,000 to VND 600,000 for car drivers who “stop, park not close to the right edge of the road in the direction of travel where the road has narrow curbs or not have curbs”; “Stop the vehicle not close to the curb, the right side of the sidewalk in the direction you go or the nearest wheel is more than 0.25 m from the curb or sidewalk”.

With the act of “parking not close to the curb, the right side of the street in the direction of travel or the nearest wheel that is more than 0.25 m from the curb or sidewalk”, or “parking where the sign “No parking” is posted. or the sign “No stopping and parking”, car drivers will be fined from VND 800,000 to VND 1,000,000.

For motorbike drivers, the act of “stopping and parking in the urban roadway causing traffic obstruction” will be fined from 300,000 VND to 400,000 VND.
