To implement Project 468, the Postal Department, the Ministry of Information and Communications and Vietnam Post (Vietnam Post) are all planning to do so. Faced with concerns of some localities that the human resources of public postal enterprises can’t meet the requirements of performing the duties of one employee of the one-stop shop, Vietnam Post General Director Chu Quang Hao said, The unit has been performing a number of high-security public services, so it has a lot of experience in receiving documents and returning results of administrative procedures.

In addition, Vietnam Post also plans to train employees on basic public administration, communication skills, and behavior. The Post Offices of provinces and cities will provide training on returning results via public postal services and other utility services.

Expressing agreement on the benefits of assigning the Post Office to perform some public administrative tasks, Mr. Ngo Quang Phat, Deputy Director of the Department of Administrative Reform (Ministry of Home Affairs) said: Over the years Vietnam Post conducted a sociological survey to measure the satisfaction of people and organizations with the service of state administrative agencies. Concluding the conference, Deputy Minister Pham Anh Tuan said that in order to effectively implement Project 468, the Ministry of Information and Communications will direct the units to develop a Model Scheme that clearly defines the overall benefits for people, businesses, state agencies, society as well as specifying the maximum work that the Post Office can perform. The sample project also quantifies all possible local situations and processes the transfer process. On the basis of the sample scheme, a field survey will be organized to develop a specific project of each locality.

Emphasizing that human resources are a particularly important factor, the Deputy Minister asked Vietnam Post to re-standardize training documents for employees participating in activities related to the one-stop shop. “Postal workers must be trained to perform well as civil servants. The Ministry of Information and Communications, together with the Government Office and ministries, branches and localities will organize inspection and supervision in both direct form and through the technology system.”said the Deputy Minister.
