The Ha Giang Provincial Inspectorate has just issued an inspection conclusion on the procurement of medical equipment, supplies, biological products, test kits, vaccines, drugs to prevent the Covid-19 epidemic and the research, production, sales of Covid-19 test kits of Viet A Technology Joint Stock Company (Viet A Company) in Ha Giang province.

Through testing and working with the Center for Disease Control (CDC) in Ha Giang province, the provincial inspector concluded that the leaders and staff of this center received “commission” money from Viet A Company.

Specifically, the inspector of Ha Giang province said that during the working process, Mr. Nguyen Tran Tuan (Director), Ms. Phan Thi Nga (Head of the testing department) and Ms. To Minh Hue (Chief Accountant) admitted to having accepted cash of Viet A Company, with a total amount of VND 770 million.

“The entire amount of money on the Ha Giang Provincial Police has been seized on April 6, 2022. The receipt of money by the above individuals from Viet A Company is the unit participating in the implementation of 4 bidding packages to supply goods for The Provincial Center for Disease Control is against the regulations, violating Clause 1, Article 89 of the Law on Bidding 2013”, the inspector of Ha Giang province pointed out.

Regarding the management and use of equipment, medical supplies, biological chemicals, and epidemic prevention equipment, the inspector of Ha Giang province said that the provincial CDC had advanced 41,142 tests of LightPower IVASAR-CoV2 and 36,696. iVAaRNA isolation kit of Viet A Company and 22,900 Truelie Covid-19 Rapid Test kits of Ha Giang Pharmaceutical Co., Ltd to serve testing, then bidding to return the units. .

Through inspection, CDC Ha Giang province opened 2 books to monitor the import and export of supplies, chemicals and biological products, which were not in accordance with regulations.

By the time of inspection, CDC of Ha Giang province had paid 13,115/41,142 LightPower IVASAR-CoV2 tests and 11,112/36,696 iVAaRNA hand isolation kits to Viet A Company; paid 22,900 Truelie Covid-19 Rapid Test kits for Ha Giang Pharmaceutical Co., Ltd.

The number of unpaid test kits for Viet A Company is 28,027 LightPower tests and 25,584 iVAaRNAtest hand extraction kits. The number of unused kits and tests as of December 31, 2021 is 2,924 LightPower IVASAR-CoV2 tests and 993 iVAaRNA hand isolation kits.

Through inspecting the bidding package for purchasing biological products and consumables for SARS-CoV2 screening, the inspector of Ha Giang province found that the provincial CDC had signed a purchase and sale contract with Ha Giang Pharmaceutical Co., Ltd. to buy 3,000 LightPower tests. IVASAR-CoV2, worth more than 1.4 billion VND and 3,000 iVAaRNA hand isolation test kits, worth 126 million VND, but actually checked on inventory books, used at Pharmacy, Laboratory, all The number of test kits and tests to detect Covid was imported by the provincial CDC from Viet A Joint Stock Company, in addition, it was not imported from any other company.

At the meeting with the inspection team on March 14, 2022, Mr. Bui Van Tuyen (Deputy Director of Ha Giang Pharmaceutical Co., Ltd.) affirmed that this company stood out for bidding procedures and signed a supply contract. Responding to 3 products with the provincial CDC, but in fact the company only provided 1 item, the Truelie Covid-19 Rapid Test kit, with a quantity of 3,000 tests, worth VND 299.2 million; The remaining 2 test items for Covid-19 detection, LightPower VASAR-CoV2 worth 1.4 billion VND and iVAaRNA hand isolation kit worth 126 million VND, were purchased by the provincial CDC and purchased by Viet A Company. Ha Giang Pharmaceutical Co., Ltd only completes documents and payment procedures for CDC.

From the “ambiguous” signs mentioned above, the inspector of Ha Giang province concluded that the CDC of this province reached an agreement with the Pharmaceutical Co., Ltd. to legalize the payment documents and payment documents for 2 items of covid test kits. 19, with an amount of more than 1.5 VND is illegal, violating Clause 1, Article 13 of the Law on Accounting 2015.

For the receipt of VND 770 million from the CDC team of Ha Giang province, the provincial inspector asked the provincial police to investigate, verify and clarify.
