The construction of a national database on cadres, civil servants and public employees is part of the Ministry of Home Affairs’ project to implement and realize the tasks assigned in Decision No. 893/QD-TTg of the Prime Minister on building a national database on cadres, civil servants and public employees in State agencies.

Before that, the Prime Minister also issued Decision No. 06/QD-TTg approving the project to develop the application of population data, identification and electronic authentication for national digital transformation in the period of 2022. – 2025, with a vision to 2030. In this decision, the Prime Minister also emphasized the role of the Ministry of Home Affairs in presiding over the construction of the national database on cadres, civil servants and public employees; connecting and sharing data with the national database on population; coordinate with the Ministry of Public Security to exploit and make use of information from the national population database to ensure that there is no duplicate collection of information to serve the management of cadres, civil servants and public employees of State agencies at all levels.

To carry out the assigned tasks, the Ministry of Home Affairs has conducted a review and considered on many strict criteria, with many units providing technology solutions and finally selected VNPT as a companion.

According to Deputy Minister Truong Hai Long, the task of building a national database on cadres, civil servants and public employees is one of the important tasks today, not only of the Ministry of Home Affairs but also of all ministries, agencies and sectors. localities, contributing to strongly promoting the process of building e-Government in the whole country. In addition to consolidating databases across the country, digitizing data management, statistics and reports to support research work, advice and policy making for officials, civil servants and employees. The operation and exploitation of this national database also helps to save costs for the contingent of cadres, civil servants and public employees in the political system and those who directly manage human resources in the political system. the declaration and addition of curriculum vitae, information search for staff verification and verification; synthesize and analyze data on the staff of one or more agencies serving management requirements; at the same time, facilitate the declaration of assets and income… thereby, contributing to improving the quality and efficiency of the management of cadres, civil servants and public employees in the coming time.

Mr. Ngo Dien Hy, Deputy General Director of VNPT Group, said that the national database of cadres, civil servants and public employees has a very large amount of data, with a very large capacity and scope to connect and share data, so the ensuring transmission speed and security, information safety and security plays a particularly important role, requiring appropriate, synchronous, unified and highly compatible technical solutions. With the experience of successfully implementing the National Database on Population, the National Document Axis projects as well as other major government projects, VNPT will have appropriate technical and information security solutions. consolidation for the project. In addition, as the unit that builds and implements the national database on population project, the integration with the national population database to synchronize with public officials’ data to ensure the accuracy of the data will also have many advantages. VNPT is committed to completing the project to put it into operation on schedule.

Deputy Minister Truong Hai Long also emphasized that the project needs synchronization and consistency throughout the country, the data needs to be updated regularly and there is a connection anytime, anywhere, between all agencies, departments and agencies. local. Therefore, it requires not only the great infrastructure, capacity and experience of the technology solution provider, but also the active participation of the entire Home Affairs sector from central to local levels.

The successful implementation of the project will be the key for the Ministry of Home Affairs to advise and continue to perfect the organizational arrangement of the state administrative apparatus and non-business units from the central to local levels in a streamlined and efficient manner. in the spirit of Resolution No. 18-NQ/TW, Resolution No. 19-NQ/TW of the 12th Central Committee, Resolution No. 39-NQ/TW of the Politburo. According to the roadmap, the implementation of the construction of a national database on cadres, civil servants and public employees will begin immediately after the cooperation signing ceremony between the Ministry of Home Affairs and VNPT Group. It is expected that the database system and management software will officially come into operation in November 2022 to meet the requirements of the Prime Minister in Decision No. 27/QD-UBQGCDS dated March 15, 2022 of the Committee.
