The victim is Mr. Phan Luong Nh. (24 years old), residing in Thu Le 2 village, Quang Phuoc commune, Quang Dien district, Thua Thien Hue province.

Around 3:30 pm on May 14, when people urgently harvested and transported rice in the fields, it rained heavily and thundered.
