Tuition fees in Hanoi next school year may double

The Hanoi People’s Council has just issued a draft resolution on the regulation of tuition fees for public preschool and general education institutions in the area from the school year 2022-2023 to the school year 2025-2026 for consideration. approved at the ongoing 5th session.

According to the draft content, the areas in Hanoi are divided into 4 areas for consideration of tuition fee collection:

Region 1 is the inner city districts and wards in Son Tay town;

Region 2 is the townships of suburban districts;

Region 3 is the communes of Son Tay town and the communes of the districts (except for mountainous communes);

Region 4 is the mountainous communes of the districts.

Accordingly, for schools that have not yet guaranteed regular expenses, the tuition fee for regions 1 and 2 is expected to be 300,000 VND per month. The remaining two regions are lower, ranging from 100,000-200,000 VND (region 3) and 50,000-100,000 VND (region 4).

Thus, tuition fees at all levels almost doubled last year, except for high schools in regions 1 and 2, whose tuition fees increased from 217,000 VND (in 2021) to 300,000 VND.

Elementary school is free of charge.

The expected tuition fee rates for public preschools and high schools that have not yet guaranteed regular expenditures from the 2022-2023 school year to the 2025-2026 school year are as follows:

The draft also clearly states that the above fee is the basis for implementing the tuition fee support level for private primary school students or private students who are eligible for the policy of tuition fee exemption and reduction according to regulations.

In the case of online learning, the fee will be 75% of the tuition rate of public educational institutions that have been issued. This regulation does not apply to preschool because preschool children do not learn online.

For public schools that cover their own recurrent expenditures, the city does not set specific tuition fees, but only sets a ceiling each year. On the basis of the ceiling rate, the head of the public educational institution shall decide the appropriate tuition fee collection rate after obtaining the written agreement of the immediate superior management agency according to the management decentralization.

Specifically, the institutional tuition fee ceiling for public educational institutions that cover their own recurrent expenses is expected as follows:

In addition to tuition fees for public schools that can and cannot be spent regularly, the Hanoi People’s Council has also issued a draft resolution on the tuition fee ceiling for high-quality public schools in the 2022-2023 school year. Accordingly, the entire tuition ceiling of four levels of education will not increase compared to 2021-2022. Similar to self-funded recurrent public schools, principals of high-quality schools determine appropriate tuition fees based on this ceiling.

Last year, due to the severe impact of the Covid-19 epidemic on people’s lives, Hanoi did not increase tuition fees for preschool children and high school students compared to the 2020-2021 school year.
