The project towards the end of 2022 will ensure 100% authentication of essential information on VNEID application or via CCCD such as: Information on vaccinations, tests, driver’s license, vehicle registration,… Then, people only need to use CCCD, VNEID application when going to do administrative procedures.
In addition, the Ministry of Public Security has completed the connection of the national database on population with existing data of the Vietnam Social Security, the Electricity Group, the General Department of Taxation, and the data on children of the Ministry of Public Security. Recently, the Police Department for Administrative Management of Social Order (C06, Ministry of Public Security) has cooperated with a number of banks to pilot the service of withdrawing money using a chip-mounted CCCD card.
Accordingly, that is, people can use CCCD cards to withdraw cash, instead of ATM cards as before. Instead of using a password to confirm information when withdrawing money with an ATM card, people can scan their CCCD card at an ATM, the system immediately checks user information on CCCD.
Regarding security, the National Population Data Center (under Department C06, Ministry of Public Security) said that the process of using CCCD cards with chips to withdraw money from ATMs is strictly confidential. Accordingly, not only complying with the implementation process of the bank, withdrawing money by CCCD card is also added a new layer of security, used through CCCD itself.
Specifically, people going to withdraw money using a CCCD with a chip must put the card on a reading device, which will collect portrait photos, fingerprints (living data of citizens); then analyze the data and match the biometric data stored on the CCCD card chip. If the two data match, people will be able to perform operations to withdraw money.
Previously, if the ATM card was lost and the password was revealed, the crooks could completely use the card to withdraw money in the account. But with a CCCD card with a chip, if it is lost, a thief can’t use it to withdraw money because the information on the security chip must be matched and guaranteed to match the cardholder’s information.
Currently, the implementation of CCCD application with chips to replace ATM cards is being piloted with a number of large banks and some points in Hanoi and Quang Ninh. Some people have experienced the feature of withdrawing money by CCCD card at some banks.
