At the National Assembly’s discussion session on the socio-economic situation and the state budget on the morning of June 1, a number of National Assembly deputies raised their opinions related to the field of education and training.

Delegate Dinh Thi Ngoc Dung (Hai Duong) emphasized that education is the core issue for national development and social security stability. Accordingly, “A society will not develop without awareness and good education. Education without the value of honesty, no matter how much reform is, it will be enough”.

The delegate mentioned the inadequacies of reform in terms of program changes and tuition rates of all levels: “The issue of tuition fees and training funding in the economic period in general is unstable from many aspects. and are interested by many parents or people. Why do you keep increasing tuition fees or other fees depending on each school, each place at the low levels or tightening the input at the high ranks? It is thought that at elementary, middle or high school levels, we must have a mechanism to reduce tuition fees at the lowest level, best support children because they are children. Children under the age of eighteen need a cognitive and learning environment to develop”.

Delegates suggested studying tuition fee adjustment at the higher level, undergraduate and postgraduate because children over 18 years old can be self-directed and responsible for their own lives.

“I see in some countries, many children to continue going to university have worked part-time jobs by themselves to earn extra income. They even work part-time for a year or two to have enough money to enroll in university. ” – Representative Dung said.

Delegate Dinh Thi Ngoc Dung also pointed out that the university-level entrance exam is strict at the entrance, but the output is loose, leading to unsatisfactory quality and no selection and screening.

Another painful education issue mentioned by the Hai Duong delegation is study pressure from school, family to students. This is a cause of depression with many other physiological problems for students and students today.

“Sadly, the percentage of students with depression or many suicides related to grades and achievements is still increasing, leading to inevitable tragedies and consequences in society. In general, we are creating pressure on young people from many sides.It can be seen that education in Vietnam only has to study, study and learn without experiential models and foreign classes. Close to nature, connected with nature, lack of green spaces for outdoor activities, instead of planning models of business services such as games, beer bars, karaoke… Young people lack natural movement outdoors, but instead are confined to confined spaces with pressures of virtual achievement and virtual targets created by families and schools” – Delegate Dung said.

Delegate Dinh Thi Ngoc Dung said that learning pressure is not only from the family, the school but also the whole society, so it is necessary to build a more public model to relieve the pressure to go to school.

Also in the field of education, delegate Vuong Quoc Thang (Quang Nam) expressed interest in the role of universities in sustainable development and prosperity, improving competitiveness and national innovation capacity. countries, including university autonomy; cooperation between the state, universities and enterprises; higher education quality accreditation; extensive implementation of advanced university governance; developing, using, and rewarding lecturers, university administrators, etc.

A member of the National Assembly’s Committee for Science, Technology and Environment said that over the past time, university autonomy has demonstrated the correct policy of the Party and State with many positive results; rapidly changing and developing universities, but there are still difficulties and obstacles that need to be considered holistically and promptly removed.

“We need a clear legal framework on the directing, governance and executive roles between the Party Committee, the School Council and the School Board to avoid overlapping and creating unnecessary conflicts, at the same time.” clearly define accountability,” said a delegate from Quang Nam province.

Delegate Vuong Quoc Thang affirmed that “university autonomy and accountability” are two inseparable aspects, lack of accountability will easily turn autonomy into autonomy. The delegate pointed out that there are two important tools for accountability: accrediting education quality and public and transparent information about university operations.

The delegate suggested that, in order to create a breakthrough in university autonomy, the Government should consider setting up a Committee or a National Council on university autonomy to thoroughly solve problems and create incentives. force to help universities become intrinsically autonomous.
