The union proposes to add a factor to the hourly minimum wage

The Vietnam General Confederation of Labor believes that the expected minimum hourly wage is too low, and should be multiplied by a factor of 1.3-1.5 to protect hourly workers.

Ngo Duy Hieu, Vice Chairman of the Vietnam General Confederation of Labor, said that for his comments on the draft decree on the minimum wage, the agency assessed the level of 15,600-22,500 VND an hour as proposed by the Ministry of Labor and Trade. Military and Social is too low. “The actual labor market is paying much higher,” said Mr. Hieu, proposing to multiply the matching factor with the hourly market price of labor and the worker’s cost of life.

Earlier in two meetings of the National Wage Council at the end of March and the beginning of April, the union representative suggested that the coefficient should be added to the minimum hourly wage, but in the end all members agreed on the method. equivalent conversion from monthly salary to hourly.

Dr. Pham Thi Thu Lan, Deputy Director of Trade Union Workers, shared that the equivalent conversion plan would be very bad for hourly wage workers, because they do not enjoy the same benefits as workers with minimum monthly wages, for example. pay social insurance, health insurance, shift meals, vacation… The monthly minimum salary is not enough to live, the mechanical division to make the minimum wage is now even lower.

The labor market will of course have an adjustment, too low payment will make it difficult to recruit workers. However, Ms. Lan analyzed that the group was able to negotiate with the employer to achieve a very high salary, mainly skilled workers or doing specific jobs. Hourly workers are still mostly simple and seasonal jobs. A low minimum hourly wage could drag down real prices.

The draft decree regulating minimum wages for the first time sets out the minimum hourly wages ranging from 15,600 to 22,500 VND, corresponding to four regions. How to calculate the conversion from the monthly minimum wage divided by the number of statutory normal working hours (26 days in a month, 8 hours per day). The purpose is to expand coverage and protect groups of workers who do flexible, part-time jobs in households and businesses such as restaurants, supermarkets, and cafes.

Mr. Nguyen Huy Hung, Director of Labor Relations and Wage, said that this is a common calculation method in many countries, recommended by ILO experts for Vietnam to apply. During the negotiation session of the National Wage Council in April, the Technical Department offered two calculation methods, one is equivalent conversion from the monthly minimum wage and the other is to add a coefficient.

“The method of multiplying the coefficient is not suitable for Vietnam, if the coefficient is high, it is not good for labor relations, balance of parties and for the overall policy of welfare,” explained Mr. Hung, emphasizing the minimum wage. Minimum hours as calculated above “not low”.

The survey at the Hanoi Employment Service Center showed that compared to the beginning of 2022, the number of businesses recruiting hourly workers is increasing. The hourly salary that companies pay for sales staff, data entry, handicrafts, shuttle customers by motorbike is 20,000 VND-30,000 VND, working 4-6 hours a day. Teachers organize skill activities, teach skills and receive a salary of 350,000 VND per hour. Restaurant service staff, hourly maids are allowed to register time and place, enjoy 50,000-70,000 VND per hour with diligence bonus.
