Hundreds of preschool teachers go to work without getting paid

Hoang Thi Mien, 33 years old, was admitted to a Kindergarten in Tam Chung Commune, Muong Lat District from May 2018 under a type 06 contract (Decree 06/ND-CP, 2018 Government). However, Decree 06 expired at the end of 2021 and was replaced by Decree 105/2020. Mien has not renewed his contract and has been working without pay for more than two months.

Mien’s husband does not have a permanent job. Previously, the family’s activities depended mostly on his meager salary, “packaging and then managing”. When a relative or child is sick, this female teacher has to go around or borrow money from the bank to pay for it.

Duong Thi Nhan, a kindergarten teacher at Tam Chung Commune, is in a similar situation, but “a little better”. Her husband also works in the world of education, so the family still has a salary to support it, even though “the shortage first, the shortage later”. The female teacher admitted that they still want to stay with their profession, but it is not clear what will happen in the future, so they are affected psychologically. Decree 06 on the PAUD Teacher Policy, stipulates that employees who qualify for the preschool teacher title grade IV or higher can sign an employment contract and receive a salary for the title preschool teacher grade 4. IV. However, when Decree 06 expires at the end of 2021, the education sector and localities in Thanh Hoa have not received instructions, so there is no way to deal with contracts signed under this old Decree.
