Mr. Ta Tuan Anh – Deputy Head of Technical – Production Department of EVN said: Currently, EVN owns 12 coal-fired power plants with a total installed capacity of 12,678MW. On average, each year, thermal power plants consume about 35-40 million tons of coal, equivalent to about 7-10 million tons of ash generated.

In 2021, the total volume of generated ash and slag is 7.34 million tons, the total consumption volume is 6.89 million tons, accounting for 94% of the generated volume. The percentage of ash and slag consumed in 2021 increased to the highest level since 2015.

In recent years, the consumption rate of ash and slag in the regions has increased year by year, especially in the northern provinces from Thanh Hoa onwards. For the southern provinces from Nghe An back to Tra Vinh, the consumption volume has increased but still cannot meet the requirements of EVN.

EVN Deputy General Director Nguyen Tai Anh said: “In order to get the above results, in recent years, the Prime Minister has paid special attention to the ash and slag of thermal power plants, of which the Prime Minister has issued Decision No. 1696/ QD-TTg dated September 23, 2014, Decision No. 452/QD-TTg dated April 12, 2017, Directive No. 08/CT-TTg dated March 26, 2021 on accelerating the treatment and use of ash , gypsum of thermal power plants. In addition, with the drastic direction of Ministries and sectors, the support of localities having coal power plants and the cooperation of partners, EVN’s coal power plants have made great strides in consuming ash and slag. . From a consumption rate of 33% in 2015, increasing to 94% in 2021.

EVN has also actively searched for new ash consumption markets, especially for power plants in Vinh Tan area, such as shipping by sea to markets in the North and South, solutions to use Ash and slag are used as roadbed foundation, using ash ash as a leveling material in the area.

Strive to consume all ash and slag by 2023

According to the provisions of Decree No. 08/2022/ND-CP and Circular 02/2022/TT-BTNMT issued and effective from January 10, 2022, ash and slag from coal-fired power plants is not a chemical substance. hazardous waste, which belongs to the category of normal industrial solid waste. When the ash and slag from these coal-fired power plants are regulated, they become normal goods and can be managed like a commodity.

EVN Deputy General Director Nguyen Tai Anh said: “The market for ash and slag consumption will grow more and more. Besides the traditional markets such as used as building materials, additives, unburnt materials, new markets such as leveling materials are increasing with the economic development of localities, demanding up to tens of millions of cubic meters of leveling material for traffic works in the coming time. In addition, the export market for ash and slag to foreign countries is also being tested and deployed. The goal of consuming 100% of the generated ash is completely achievable in the near future.”

In order to achieve the goal of consuming all the ash and slag generated in the affiliated thermal power plants in 2023, the representative of EVN wishes to have preferential mechanisms, especially in the use of ash and slag, to help promote more half of the consumption rate of ash and slag at Vinh Tan Power Center in particular as well as at all coal power plants in the country in general; The relevant state management agencies have a mechanism for the investors of traffic projects and construction works to receive and use thermal power ash and slag as filling materials, highway foundations such as some advanced countries in the world have been applying.
