On April 8, according to sources of CAO, the Investment Police Agency of the Ministry of Public Security has just sent a document to the banks: Joint Stock Commercial Bank for Foreign Trade of Vietnam (VCB); Vietnam Technological and Commercial Joint Stock Bank (Techcombank); Saigon Thuong Tin Commercial Joint Stock Bank (Sacombank); Vietnam Prosperity Joint Stock Commercial Bank (VPbank); Bank for Investment and Development of Vietnam (BIDV); Vietnam International Commercial Joint Stock Bank (VIB); Saigon – Hanoi Commercial Joint Stock Bank (SHB) and National Commercial Joint Stock Bank (NCB) request to cooperate in providing account opening documents, account statements, sub-account books and transaction documents to serve the public. Accordingly, the Investment Police Agency of the Ministry of Public Security is investigating the case of “Stock market manipulation” that occurred at FLC Group Joint Stock Company, BOS Securities Joint Stock Company and related companies according to Decision No. prosecuted the criminal case No. 06/QD-VPCOCSĐT dated March 29, 2022 of the Police Department of the Ministry of Public Security.

Therefore, the Police Department of the Ministry of Public Security requested the above banks to coordinate in providing: Account opening documents; information of payment, savings, loan accounts (VND and foreign currencies) account statements; Sub-account books, transaction documents (transaction entries for signing, receiving, and transferring money) from 2016 to the present of organizations and individuals (debit lock for individual accounts).

The investigating agency requested the bank to cooperate in providing the above information to Mr. Trinh Van Quyet, Trinh Thi Thuy Nga, Trinh Thi Minh Hue, Huong Tran Kieu Dung, Nguyen Quynh Anh, and Bui Hai Huyen.

The investigating agency requested the aforementioned banks to provide the date of information and documents according to the above content from December 1, 2021 to before April 15, 2022.

Before that, the Police Department of the Ministry of Public Security issued a decision to prosecute a criminal case; prosecuted, arrested and detained Trinh Van Quyet (Chairman of the Board of Directors of FLC Group Joint Stock Company) for the act of “manipulating the stock market”; “hidden information in securities operations.”

The case happened at FLC Group, BOS Securities Joint Stock Company and related companies for the act of “manipulating the stock market”; “hiding information in securities activities” occurred on January 10, 2022, causing damage to investors and affecting the operation of Vietnam’s stock market.

According to the investigative agency, Trinh Van Quyet’s behavior has enough elements to constitute the crime of “manipulating the stock market” specified in Article 211 of the Penal Code. Initially, on March 29, 2022, the Police Investigation Agency of the Ministry of Public Security issued the Decision to prosecute the criminal case No. 06/QD-VPCQCSĐT, the Decisions to prosecute the accused, and the arrest warrant for the accused. with Trinh Van Quyet; at the same time, organize searches of residences and workplaces at 21 locations for related subjects.

Related to this case, the investigating agency also prosecuted the accused, detained Ms. Trinh Thi Thuy Nga for investigation on the charge of “manipulating the stock market”. Ms. Trinh Thi Thuy Nga was arrested and detained in connection with the case of FLC Group Chairman Trinh Van Quyet’s manipulation of stock prices. It is known that Ms. Nga is Mr. Quyet’s biological sister. At the time of committing the crime, Ms. Trinh Thi Thuy Nga was the Deputy General Director of BOS Securities Company.

Previously, on April 4, the Investigation Police Agency, the Ministry of Public Security also prosecuted and detained Ms. Trinh Thi Minh Hue (an official of the Accounting Department of FLC Group, Mr. Quyet’s sister) as a co-worker. The offender assisted Trinh Van Quyet in performing the act of “Manipulating the stock market.”
