In the new development area, from the East Ring 4 urban area and the new development area north of the Red River, the land fund will be reserved for synchronous development between underground space and synchronous and modern floating space. Vertical zoning will include 3 layers, in which the shallow layer is from 0-5 m, the average layer is from 5-15 m and the depth is from 15-30 m or less.

Notably, Mr. Nguyen Duc Nghia, Deputy Director of the Department of Planning and Architecture of Hanoi, said that the city has oriented to plan 6 more underground urban railway lines, including 2, 3, 4, 5, 7, 8 with a total length of about 86.5km, an average depth of about 20m.

Along with that, the city will also plan 78 underground public parking lots with a total floor area of ​​more than 104ha, mainly located in the area of ​​4 old inner city districts. Underground parking works are oriented to build from 3-4 basements (maximum to 5 basements and arranged in combination with commercial and service functions).

The plan identifies 39 underground public space development areas in the inner city (historic and expanded) with a total area of ​​about 954ha; at the same time, orient the layout of functions: services, commerce, entertainment, underground garages associated with urban railway lines, stations on the route.

In addition, the plan also proposes 65 locations to encourage the formation of underground space in new development areas north and south of the Red River with a total area of ​​about 2,171ha.
