According to the investigation, in 2020 Mr. BXC (SN 1984, resident of Nam Ngan ward, Thanh Hoa city) sought information to sublease the land area of 2 hectares of Mr. Le Dinh Dam (SN 1972, resident in Tho Ngoc commune) , Trieu Son district). Through his acquaintance, Mr. C. met Do Xuan Hoa and introduced himself as an officer of the Department of Natural Resources and Environment who can apply to convert the 5-year contract land into 49-year land.
Seeing that, Mr. C. trusted and transferred Hoa 400 million VND in advance to change the use purpose of the land plot that Mr. C. had rented.
Then, in mid-May 2021, Hoa uploaded the tax payment notice form and payment slip to the State budget online, changed the taxpayer’s name to Luu Huy Vui, and then took a photo and sent it to him via the social network Zalo. C. Then, Hoa asked an acquaintance, Mr. Nguyen Nhu Tung (SN 1992, living in Quang Thinh ward, Thanh Hoa city) to take a man named Vui to the land for measurement.
Not stopping there, Hoa continued to ask a person named Hong to introduce him to work in the one-stop section of the People’s Committee of Trieu Son district, and invited Mr. C. to return the book but reported that his son was sick and could not return.
However, after many appointments, Mr. C. still did not receive a certificate of land use conversion from Hoa, so he asked the People’s Committee of Trieu Son district to find out that he had been cheated, so Mr. C. made a denunciation. to the police station.
Soon after, the police investigated, verified and determined that Hoa was the culprit, so they arrested him.
At the police station, Hoa confessed to impersonating an officer of the Department of Natural Resources and Environment to defraud and appropriate people’s money as well as false information about people named Tung and Hong.
