The more data, the more land. Cultivating this land with digital technology will create value. Development requires new infrastructure. Digital economy requires digital infrastructure. Localities choose suitable digital platforms to solve their problems. Development must rely on innovation. Human development in this century will be based mainly on innovation. If we want to develop, we must also rely on innovation. But if innovation wants to be fast, if it wants to save money, if anyone wants to participate, it must be in the digital environment. Community is to create a digital version of the real world, both people, objects, earth, sky, sea and universe. Call it transforming the real world into the digital world. For the first time in history, man created a real-virtual relationship, and lived in both worlds at the same time, the two worlds complementing each other. Real-world changes will map in real-time into the digital world. Design, create, test can be done very quickly, at very low cost in the digital world, before going into production in the real world. Analyze data in the digital world to make real-world recommendations that will make the real world run more optimally and efficiently.
Development needs to be sustainable. Community created 3 big trends. These three trends all contribute to sustainable development. They are: decentralization, decentralization and dematerialization. De-intermediation through the platform economy. Its example is an e-commerce platform. Decentralization through the sharing economy. Dematerialization is the virtualization of physical products and services such as e-books and digital music, simulating the physical world with virtual reality. Consumption of immaterial products is greater, and material consumption is less. All three trends make our economy more efficient and competitive.
Development requires breakthroughs to change rankings. College is the convergence of science and technology, of the knowledge economy, of innovation, of the fourth industrial revolution. College is science and technology, because college is based almost entirely on science and technology. The community is the knowledge economy, because the community creates the digital economy, where the digital economy is based on information, based on data, based on algorithms, where algorithms and information are knowledge. College is innovation, because current innovations are mainly in the digital space. Communities are the fourth industrial revolution, because the technologies of the fourth industrial revolution are mainly digital technologies to serve the community. The community gathers in itself all four strengths of the era. Using it will create breakthrough development. Never before has humanity had such a large convergence. We have a great opportunity to break out.
Development must mobilize the total force for the main attack. The biggest advantage of the one-party system is the ability to mobilize and focus the whole country’s energy on great things. The National College is such a thing. We are holding in our hands an invincible power that is the ability to mobilize the whole political system, the ability to mobilize the entire force of the country for the communist cause. Development requires theory, direction, and strategy to guide the way. In 2019, the Politburo issued Resolution 52 on actively participating in the Fourth Industrial Revolution, which emphasized promoting the national community and developing the digital economy. In 2020, the Prime Minister promulgates the National Digital Transformation Program with three pillars: digital government, digital economy and digital society. At the beginning of 2021, the Resolution of the 13th Party Congress oriented to promote the national community and develop the digital economy. In mid-2021, the Prime Minister issued the e-Government Strategy towards Digital Government. In 2022, the Prime Minister promulgates the Digital Economy and Digital Society Strategy. Nearly all ministries, sectors and localities have issued resolutions, strategies and programs for community colleges. Thus, the theory, path, and strategy on Vietnamese Communists are clear. This is a basic advantage, decisive for success in the next steps.
To develop the country, the whole people must be mobilized. As a Vietnamese, everyone has the desire to contribute to the development of the country. They all want Vietnam to be strong and prosperous so that no enemy dares to come and invade. But the difficulty is that everyone does not have the same opportunities, especially access opportunities. In the physical world, there is forever a gap in access between urban and rural areas, between rich and poor. But in the digital world, the problem of accessibility will be basically solved. The digital world is the world without distance. Community is to help each citizen become a virtual person to act nationally and globally. Everyone has access to knowledge, tools and technology for creativity, for the people to be rich, for the country to be strong. No one is left behind. The digital world creates the power of the whole people. Vietnam will always win when it mobilizes the strength of the entire people.
