The Program on Developing Pedagogical Schools to Improve the Capacity of Teachers and General Education Institution Managers (ETEP) funded by the World Bank and approved by the Prime Minister investment in Decision No. 956/QD-TTg, dated May 30, 2016.

The program aims to develop selected pedagogical universities and educational administration agencies to enhance the quality of teachers and administrators of general education institutions, through professional development according to needs. practical needs, meeting the needs of fundamental and comprehensive reform of education.

Mr. Nguyen Van Minh, Rector of Hanoi National University of Education, said that when implementing Resolution 29 on fundamental and comprehensive reform of education, one of the factors determining the success was the team of teachers.

“This is the force that directly executes and determines success, not the managers.”

According to Mr. Minh, on the general level, ETEP has created 3 highlights that need attention.

Firstly, the operation of ETEP has had an important impact on pedagogical schools in a positive direction, especially in planning and systematic aspects in terms of system administration, quality assurance, training programs. creation, scientific research, international cooperation, regional and local cooperation, human resource strategy to supporting the teaching staff, learners and former learners.

“I think this is a very positive point. We have created a connection between pedagogical schools, educational institutions and the Departments of Education and Training. Here, it is not connected in an administrative way, but through the module itself, affecting each teacher.

For schools, on the basis of planned work, ways of administration are created rather than pure management.”

Second, participating in the ETEP program, the teachers of the schools have made encouraging changes.

“We know that, even teachers of pedagogical schools have little interest in general education. We see this very clearly. Through ETEP, all teachers in teacher training schools must learn about the general curriculum, make the connection between the university curriculum and the high school curriculum, and create resonance in the application process. This is a positive effect that I consider necessary. Because when the awareness of the teaching staff is not “mature”, it is very difficult for us to do the training for the teachers”, Mr. Minh said and said that ETEP has partly helped to do this.

Third, for teachers in educational institutions, especially high schools, this program has created basic awareness in how to teach, learn, test and evaluate; Although we have to objectively admit that, we have not achieved what we expect.

From there, it also helps the management team know how to operate in a new way.

According to Mr. Minh, these impacts can help the implementation of the New General Education Program better.

However, Mr. Minh also said that, with a very short time as planned by the World Bank, the “permeability” of the program is still at the “initial” level.

Therefore, the rector of Hanoi National University of Education expressed his wish that the Ministry of Education and Training must regularly contact localities and pedagogical schools for regular implementation.
