On May 10, the Vietnam Fatherland Front, the United Nations Development Program (UNDP) in Vietnam released the Provincial Governance and Public Administration Performance Index (PAPI) Report 2021. PAPI’s indicators that have not been improved over the years are: Public administrative procedures; Provision of public services; Control corruption in the public sector. In 2021, there are up to 30 provinces and cities with a decrease in points in the following indicators: people’s participation at the grassroots level; publicity and transparency in local decision-making; accountability to the people and control corruption in the public sector.

According to the report, the rate of people accessing land information is very limited in all provinces and cities. Only 5-30% of people are aware of the local 2021 land use plan. Although they are people who directly live and produce locally, only 23-67% of people know where to provide information on the 2021 land price list issued by the provincial government every year.

According to the report of PAPI 2021, in more than 40 provinces and cities, the percentage of people who have to go through administrative procedures to apply for a new grant or to change a land use right certificate has to pay a very high fee. Notably, the situation of “spending money” to complete the procedures for renewal or renewal of land use right certificates is quite common in poor provinces such as Cao Bang, Dak Lak and Soc Trang.

One of the public administrative procedures reflected in previous years, which has not yet been improved, is the issuance of land use right certificates. This procedure is still cumbersome. In most provinces and cities, people who apply for a new grant or renew a land use right certificate often have to go through many “doors” and meet many people to process the procedure. According to Mr. Dang Hoang Giang, PAPI expert, this is a pity. Mr. Giang suggested that the revised Land Law 2014 in the near future should strengthen the requirement to compel governments at all levels to publicize land information for the people to know.

Ms. Do Thanh Huyen, a member of the PAPI 2022 report, said that after 13 years of implementing the PAPI report, most localities across the country had discussed the “stains” mentioned in previous years’ reports. The PAPI 2022 index helps local governments to act more in the interests of the people.

“We take years of data to show how the local government changes. One of the highlights is that the mindset of the term has changed, for the sake of better serving the people,” said Ms. Huyen.

In 2021, nearly 16,000 people participated in the PAPI survey with a measurement coefficient including 8 content indicators: citizen participation at the grassroots level; publicity and transparency in decision making; accountability to the people; control corruption in the public sector; public administrative procedures, public service provision; environmental management and electronic governance.
