“The project on stabilizing production, people’s life and developing residential areas for the locations previously planned for the construction of Ninh Thuan 1 and 2 nuclear power plants” has not been approved yet, leading to poor living conditions. of a section of people facing difficulties; people are not secure, stable production, difficulty in exercising their rights and activities related to land, thereby leading to waste of land resources in this area.
According to the monitoring results of the Economic Committee, the people in the project area who have to recover their land have to wait a long time, have limited benefits, and cannot exercise their land use rights on their land. themselves: not to buy, sell, transfer or change land use purposes; not mortgage land use rights to borrow capital, expand production; there is a case that the land user is old and weak, dies but cannot transfer the name, donate or inherit it to the next generation; must not repair, expand or build new houses, business or production is stopped.
Using human resources to train in nuclear power
The monitoring report said that the Ministry of Education and Training had negotiated with the Russian side to continue training international students in the field of atomic energy. In the period 2010-2018, there were 447 international students training in the Russian Federation, of which, 6 students are continuing to study and will graduate in the period 2022-2024, 441 international students have graduated. or quit school.

The Economic Committee said that there is no official policy on nuclear power development at present, the Ninh Thuan nuclear power project has just stopped implementation. Therefore, the plannings related to the area where nuclear power plants are planned to be built are not clear in the future and there is no basis for continuing to develop and perfect the legal document system. in the field of atomic energy.
Need to keep the nuclear power plant construction site
