Proposal to adjust the planning of the “golden triangle” area

The Department of Planning and Architecture (QH-KT) proposed to the People’s Committee of Ho Chi Minh City to approve the policy of partial adjustment of the planning of the existing central area (930 ha) in the “golden triangle” area of ​​Tran Hung Dao – Nguyen Thai. Hoc – Pham Ngu Lao (District 1) to match the actual situation.

If the People’s Committee of Ho Chi Minh City approves, the Department of Planning and Economics proposes to assign the People’s Committee of District 1 to review the planning contents (land use function, population, architectural planning criteria …), organize the adjustment of the project. zoning planning at the scale of 1/2000 existing downtown areas of the city (930 ha) of the area related to the above-mentioned street blocks.

Current status of the street plot according to the current map of Pham Ngu Lao ward, District 1, this street plot is more than 12,000 m2.

According to the Department of Planning and Economics, the project of the golden triangle of Tran Hung Dao – Pham Ngu Lao – Nguyen Thai Hoc is one of the projects that have been approved by the city for architectural planning criteria, bidding to select investors from 2007.

This is a project with commercial and service functions such as offices, high-class hotels, finance and commerce, in which priority is given to high-class hotel functions, not apartment functions. Project scale 55 floors, maximum height 224 m; maximum construction density is 50% base block, 30% tower block; maximum land use coefficient 16.

“These architectural planning criteria have been updated into the 930-hectare project, but so far the project has not been implemented due to problems in legal procedures calling for investment” – Department of Planning and Economic Information .

The project on the list of land acquisition projects does not comply with the land use plan approved by the City Council in Resolution No. 84 2020. At the same time, on August 13, 2020, the Office of the City People’s Committee announced on the conclusion of the Chairman of the City People’s Committee at the meeting of the Investment Working Group in the city to hear reports on the implementation progress of a number of investment projects, thereby assigning the Department of Planning and Economics to study and propose adjustments. planning area Tran Hung Dao – Pham Ngu Lao – Nguyen Thai Hoc.

Most of the project area of ​​​​the “golden triangle” is currently the existing Ten-le-Man High School (educational land), accounting for nearly half of the street area. The withdrawal of the project, no longer calling for investment, adjusting the area planning, will retain the educational land fund, solve the construction repair needs of households and businesses here, embellish the city. The market (because it belongs to the project calling for investment, so in the long run, it can only be renovated, repaired and granted a temporary construction permit) is suitable for current reality, ensuring feasibility when implementing.

The Department of Planning and Economics noted that the criteria for the general architectural planning of the street plots apply the same criteria as that of the neighboring street cells according to the subdivision planning scheme. Other specific architectural planning criteria for each land lot shall apply the provisions of Ho Chi Minh City’s architectural management regulations.
