Regarding the management and use of test kits, the State Audit said: According to the reports of audited ministries, branches and localities in the period 2020-2021, units have purchased biological products and chemicals. substances and 58,716,805 test kits, PCR test products, with a total value of VND 7,973 billion, with different prices, depending on the type, origin, manufacturer, including some buying units. buy test kit from Viet A Technology Joint Stock Company worth VND 2,161.6 billion (directly or through a distribution intermediary).

The Ministry of Health and its affiliated units purchased biological products, rapid test kits, and PCR worth more than VND 617 billion, including 1,269,404 quick test kits; 237,452 PCR test kits with different prices, (prices for quick test kits are from VND 47,000 – VND 220,500/test; PCR test kits from VND 126,042 – VND 653,571/set).

The recorded price of some units in localities such as Hanoi, the price of quick test is from 48,500 VND to 242,000 VND/test; Realtime RT-PCR Test kit price from 48,500 VND to 210,000 VND/test.

According to the State Audit, the units have developed and organized the implementation of plans for irregular and periodic testing, community testing, testing at isolation and blockade areas, etc. testing services according to the needs of the people.

Monitoring the test kit is not strict

However, the State Audit said that the management and use of biological products and test kits still have some limitations such as the development of test plans, approval and distribution of test kits not in a timely manner for testing work. ; the management and supervision is not strict, the actual quantity used is not tracked… Specifically as follows:

There are batches of PCR test kits that are sponsored by taking samples for testing that have not yet been used.

In Da Nang, the batch of 4,000 kits sponsored by enterprises has not been tested for quality by the Ministry of Health, but the test results of the Pasteur Institute in Nha Trang show that the kit is not valid for use because the sensitivity results are zero. %.

The accounting, making, management, and keeping of relevant records and documents such as distribution vouchers, test plans, import and export slips, distribution lists… are incomplete; Expired test aid kits must be destroyed.

Specifically, Ho Chi Minh City University of Medicine and Pharmacy Hospital canceled 12,016 kits; The National Children’s Hospital canceled 1,920 kits because the test kit when received had a short expiry date.
