Monitoring the test kit is not strict

However, the State Audit said that the management and use of biological products and test kits still have some limitations such as the development of test plans, approval and distribution of test kits not in a timely manner for testing work. ; the management and supervision is not strict, the actual quantity used is not tracked… Specifically as follows:

There are batches of PCR test kits that are sponsored by taking samples for testing that have not yet been used.

In Da Nang, the batch of 4,000 kits sponsored by enterprises has not been tested for quality by the Ministry of Health, but the test results of the Pasteur Institute in Nha Trang show that the kit is not valid for use because the sensitivity results are zero. %.

The accounting, making, management, and keeping of relevant records and documents such as distribution vouchers, test plans, import and export slips, distribution lists… are incomplete; Expired test aid kits must be destroyed.

Specifically, Ho Chi Minh City University of Medicine and Pharmacy Hospital canceled 12,016 kits; The National Children’s Hospital canceled 1,920 kits because the test kit when received had a short expiry date.

Some units have not checked and closely monitored the management and use of test kits, chemicals and biological products such as: No statistics, inventory, full and accurate monitoring of import and export quantities, exist, there are data discrepancies between related parties; The monitoring units are mainly at the dispensing department, but it is not possible to track each source and the actual quantity used at the user unit (Ministry of Health (Cho Ray Hospital; Central Hospital for Diseases and Diseases, Central Lung Hospital); Ministry of Public Security. (August 19; Hospital April 30); Quang Nam (CDC); Can Tho (CDC; Ninh Kieu District; Binh Thuy District; Phong Dien District, City General Hospital); Hau Giang (CDC; Long My Town Health Center; Center for Health Care). Chau Thanh A district; Department of Health); Kien Giang (Rach Gia City Health Center); Ben Tre (Nguyen Dinh Chieu Hospital) …)

Some goods are only tracked in terms of quantity of imported and exported goods, without complete tracking records on value (In most units, especially for biological products and chemicals that are sponsored and aided.)

Some units and localities have recorded the borrowing and purchasing of materials, test kits and biological products from suppliers in various forms such as with or without a written agreement, with or without a contract. , unit price, return plan…, or lack of detailed information mainly only the minutes of handing over Da Nang (Department of Laboratory – CDC); Binh Duong (CDC; Thuan An city health center; Dau Tieng district health center; Ben Cat district health center; Phu Giao district health center); Can Tho (CDC, Center for Advanced Application of Science and Technology)…with the total value of goods borrowed under contracts and agreements is more than 1000 billion VND and borrowed in kind has no value.

On April 8, 2022 and April 27, 2022, the State Audit Office of Vietnam transferred the list of units and localities that borrow or borrow test kits with abnormal signs to the Government Inspectorate for knowledge and note when performing the test. thematic inspection at ministries, branches and localities.
