Ho Chi Minh City is still applying a floor when collecting tuition fees

At the press conference to provide information on the COVID-19 epidemic and socio-economic issues in Ho Chi Minh City on May 19, Mr. Ho Tan Minh, Chief of the Office of the Department of Education and Training Ho Chi Minh City said, because Decree 86 has expired, Ho Chi Minh City is required to comply with Decree 81 of the Government which is the proposal to increase tuition.

According to Mr. Ho Tan Minh, although complying with Decree 81 of the Government (on the mechanism of collection and management of tuition fees for educational institutions in the national education system and the policy of tuition fee exemption and reduction, support learning costs, service prices in the field educationsissued on August 27, 2021, but due to the COVID-19 pandemic, until this school year, Ho Chi Minh City will still keep the tuition fees at the old rate of Decree 86.

Up to now, Decree 86 stipulating tuition fees for public preschools and schools has expired. Although it is a sensitive time, many people’s lives have not recovered as before. period before the outbreak of the epidemic, but the Department of Education and Training was required to propose a new tuition fee under Decree 81. This proposal is a preparation for the meeting of the People’s Council of Ho Chi Minh City in July 2022.

In the face of public anger because the new tuition fee increased by 5 times at the lower secondary level and more than 2 times higher for the high school level, the Chief Office of the Ho Chi Minh City Department of Education and Training said, The Department is still proposing to the city the lowest tuition fee “floor” in the framework of Decree 81. Besides, the Department continues to propose tuition fee exemption and reduction for junior high school students even though the Ministry of Education and Training Create no instructions.
