According to the leader of Binh Dinh province, the implementation of the North-South expressway was strongly directed by the Government, so the provincial leaders requested each locality that has the expressway passing through to comply with the requirements. Basically, it will ensure the completion of site clearance procedures, meeting the set schedule according to the stipulated timelines. Localities have established compensation and resettlement councils and have carried out related works.

The project to build the North-South expressway to the east of the section through Binh Dinh province has a length of 118.8 km with 3 component projects including: Quang Ngai – Hoai Nhon, Hoai Nhon – Quy Nhon and Quy Nhon – Chi Thanh.

Through preliminary statistics of localities, when deployed, the project will have about 1,169 houses, hundreds of land plots, technical infrastructure works, graves, affected. The total area of ​​land recovered for the project implementation is nearly 1,300 ha (in which: the area of ​​land acquired for the main road is 915,799 ha and the area of ​​land for recovery of mines, waste dumps and mixing stations is 378.24 ha). .

Binh Dinh Department of Transport said that the total demand for materials for the construction of works: 13.66 million m3 of land for leveling; construction sand 1.74 million m3; construction stone 2.948 million m3. Currently, 8/8 localities with the project passing through have established a Steering Committee for compensation, site clearance and resettlement, and localities have selected a cadastral mapping and measurement unit to coordinate. In accordance with the investor, the Department of Transport received the site clearance pile. Phase 1 recently, the investor has handed over the site clearance piles about more than 19.6 km/118.8 km in 4 localities: Hoai Nhon town, Phu My district, Tuy Phuoc district and Ho Chi Minh City. According to Mr. Long, currently, Project Management Board 2 and Project Management Board 85 have flown the entire route and handed it over to the People’s Committees of the districts. From there, the People’s Committees of the districts assign to the communes the current status of the area where the expressway passes. When detecting violations such as the construction of highways for profiteering, they must be handled immediately.

Leaders of Binh Dinh Provincial People’s Committee also asked the Department of Justice to direct the notary offices not to allow the transfer, separation of plots or conversion of land in the project area. Inspectors of departments and branches regularly visit and handle violations on the spot. Where there is a violation, the Chairman of that local People’s Committee is responsible. Departments and branches ensure the management of quarries and land mines to ensure sufficient materials for the project.
