Focus on developing digital human resources

Opening the session, Prime Minister Pham Minh Chinh emphasized that the spirit of digital transformation is: determination must be high, efforts must be great, do real, do drastic, make effective, produce products, have inheritance , stability, innovation and development.

According to the report on implementation of digital transformation in the first quarter of 2022 presented at the meeting by Deputy Minister of Information and Communications Nguyen Huy Dung, by the end of March 2022, 22/22 ministries and branches and 63/63 the locality has established a Steering Committee for Digital Transformation; 17/22 ministries, branches and 57/63 localities have issued digital transformation programs/plans/projects for a 5-year period. Recently, the digital economy contributed 10.2% of GDP.

According to statistics from CMC, the demand for human resources is very high, but the current universities cannot meet both in quantity and quality. In terms of quantity, reality only meets about 25% of demand. The quantity is only 30% of the request.

“South Korean Samsung Group has invested in a research and development center in Vietnam, considering Vietnam as a hub (Hub) providing digital services for the world. In fact, in 2021, the market is heavily affected by the epidemic, but Samsung’s human demand is very high. This group requires CMC to supply thousands of employees. Although we have tried our best to meet the requirements, in fact, 30% of the workforce meets the requirements set forth by Samsung. That fact shows that the quality of human resources in Vietnam is still lacking and weak. Meanwhile, by 2030, the market needs 1.5 million information technology workers. We need to add a large number of personnel to meet the needs of the market,” said Mr. Nguyen Trung Chinh.

Increase staff size while ensuring quality

To overcome the above situation, the head of CMC agreed with the solution of the Ministry of Information and Communications – to build a pilot digital university to solve the problem of increasing staff size while ensuring quality.

In order to deploy digital universities, CMC proposed that the Ministry of Education and Training have a number of regulations and regulations that need to be changed. For example, the number of prescribed online training courses currently accounts for about 30% of the training time. This is a limitation when deploying digital universities and the trend of online learning is on the throne.

The enrollment size in 2021 is 82,000 students out of a total of 300,000 students wishing to enroll. The number of entries only meets 24% of the admission demand. The Ministry of Education and Training needs to increase the enrollment scale to meet the growing demand of the market.

Also within the framework of the meeting, leaders of the Ministry of Information and Communications would like to propose to the Prime Minister – Chairman of the National Committee on Digital Transformation to support the policy and direct ministries, branches and localities to implement the content to consolidate the entire organizational structure, ensure human resources and funding for digital transformation and create a breakthrough in the coming time.

Committee members also discussed the content of the report on the implementation of digital transformation in the first quarter of 2022 and information on the tasks achieved by the ministries and branches, and proposed recommendations and solutions to promote the digital transformation. push the digital transformation process in the near future.
