Deputy Prime Minister asked to remove inadequacies in public vehicle management

The Ministry of Finance is required to complete and submit to the Government a draft decree amending and supplementing Decree 04/2019 in October this year.

Deputy Prime Minister Le Minh Khai noted that the new regulations need to be handled and removed completely the shortcomings and inadequacies in the management and use of public vehicles at state-owned units and enterprises. “Definitely not to continue to create problems and inadequacies in the management of public vehicles”, the Government leader requested.

The use and management of public vehicles at agencies also need to ensure thrift, anti-waste and efficiency; as well as decentralization, decentralization and increasing the initiative and self-responsibility of ministries and localities associated with supervision.

In 2019, the Government issued Decree 04 on standards and norms for using public vehicles, of which the new point is to receive contracted funding for the use of public vehicles. But after 3 years of implementation, the contracting mechanism has not been as expected and there have arisen inadequacies and problems in the management of public vehicles in public units. Many industries and localities still use public vehicles in excess of the norm.

Therefore, in January this year, the Deputy Prime Minister assigned the Ministry of Finance to review and amend regulations on management of public vehicles. While the regulations on management of public vehicles have not been amended or supplemented, in case it is necessary to equip special-use cars, agencies and organizations shall send dossiers (users, types, quantities, etc.) maximum price…) to the Ministry of Finance for appraisal, proposal and submission to the Prime Minister.
