More than three years ago, Mr. Tran Nhat Linh (40 years old) handed over a house of more than 100 m2 in An Binh ward, Ninh Kieu district, for the city to carry out the construction of the Can Tho river embankment. Since then, his family of three people has been supported by the investor, the Construction Investment Project Management Board of Can Tho City, with two million dong a month, rented a house in an alley in An Binh ward, and waited for the foundation. resettlement.

“In the past, I had a house, I opened a barbershop, I had money to go to the fields to support my wife and children, but when I handed over the land, I am now unemployed,” Linh said and hope to soon be granted a resettlement foundation to build a house. determine life.

In the same difficult situation, Ms. Tran Thi Diem Phuong (30 years old) since handing over the premises in An Binh ward, Ninh Kieu district for the project, also had to rent a room of about 20 m2 in Cai Rang district to stay temporarily. For the past three years, her family only hopes to have a resettlement foundation to build a house soon, escape the cramped living situation, and do business with peace of mind.

Meanwhile, the family of Mr. Nguyen Van Do, 65, has seven people living in a temporary house in Phong Dien district. He said, after handing over the premises to the investor, unable to bear the cramped inn, his family moved from Ninh Kieu district to Phong Dien district to buy temporary houses, work as hired workers to earn a living. Since then, his family has always been waiting for resettlement.

These households belong to the project of embankment of Can Tho river with more than 5 km length, passing through Ninh Kieu, Cai Rang and Phong Dien districts. The project has a total capital of 810 billion VND, from ODA funded by the French Development Agency (AFD) and local counterpart sources.

In 2016, the project was approved, the implementation deadline is until 2020, after completing the expectation to help prevent landslides, contributing to changing the urban face of the Can Tho river region. However, due to many reasons, the project was behind schedule, the capital team, by the end of 2021, had only deployed more than 38%. After that, the project received an additional capital of more than 284 billion VND, the implementation period lasted until the end of 2023.

People reflect that the slow resettlement makes life difficult. Households who have handed over the premises and received compensation but because they do not have a place to resettle, have to get support money to use and rent accommodation. By the time they receive the foundation, construction costs, and cost of materials, the meager amount of money left will be difficult to build a house. In many cases, they have to sell resettlement sites to have money for daily expenses.

Mr. Duong Vinh Cuong (78 years old), one of the households affected by the project, said that many times the city invited meetings about the progress of the resettlement foundation, but never once the people’s requests were completely resolved. to. “The functional agencies only promised to try to soon grant land and settle the regime for people, but did not set a specific time,” Mr. Cuong said.

According to the Can Tho City Construction Investment Project Management Board, there are 544 households affected by the Can Tho river embankment project in the area of ​​compensation, support and resettlement. To date, nearly 330 cases have received compensation and support. Particularly, 215 households in the project have been resettled for many years.

Explaining the above delay, Mr. Le Hoang Duc, deputy head of project management and land fund development in Ninh Kieu district, said that the project was initially calculated to take the land fund in Cuu Long residential area (Binh Thuy district) to arranged for the people. However, the process of implementing this residential area encountered many problems, so the investor considered relocating to An Binh new urban area, Ninh Kieu district.

“People have agreed to arrange the land in this area, but after reviewing it, it was planned to build social housing and cannot be resettled,” Mr. Duc said.

According to Mr. Duc, the People’s Committee of Ninh Kieu district has approved a policy to support resettlement for more than 200 households. There are two layout areas including the resettlement area of ​​Ninh Kieu district, An Binh ward (invested by the People’s Committee of Ninh Kieu district) and the resettlement area in the urban area along Nguyen Van Cu street (by the Fund Development Center). City land as an investor). The arrangement of the resettlement foundation will be implemented in May this year.
