Which is the only province or city that doesn’t have a town?

This locality has an important position in terms of economy, society and national defense and security, and is a traffic hub for road, rail, sea and air transportation.

According to the Law on Organization of Local Government, administrative units in Vietnam include: provinces and centrally run cities (provincial level); district, town, provincial city, city under central authority (district level); communes, wards, townships (commune level) and special administrative – economic units.

Vietnam has about 600 townships, all in districts. The town is considered the district capital, where the administrative offices of the district are located.

The province with the most towns is Thanh Hoa with 30, followed by Hanoi with 21. Many other provinces have more than 10 towns, there are only 3-4 provinces and only one locality does not have this administrative unit.
