The case of buying and selling logos and protecting overloaded vehicles occurred along the provinces of Dong Nai, Binh Duong, and Ho Chi Minh City. The case once caused a stir in public opinion because of the scale and recklessness of the subjects involved in the criminal ring.

The trial panel of first instance sentenced defendant Nguyen Van Thoi to 13 years in prison for the crime of “giveting bribes”. 7 other defendants who committed crimes as accomplices received sentences from 1 year, 8 months, 25 days in prison to 9 years in prison, for the same crime. Defendant Nguyen Canh Chan (former traffic police officer of Dong Nai Provincial Police) was sentenced to 7 years in prison for the crime of “broking broker”.

In this case, Nguyen Van Thoi was identified as the leader and operator of the criminal line.

According to the indictment, from January 2014 to August 2015, Nguyen Van Thoi, Le Thi Cam Van and accomplices colluded with a number of drivers and truck owners who often circulated routes through Dong Nai, Binh Duong and Ho Chi Minh City, contributing money to give bribes to the Traffic Inspector (TTGT), the traffic police to not be punished.

The defendants organized to print about 15,000 logos with the number “68”, “Cheng Do Garage”, “cargo vehicle” … sold to car owners and drivers for between 2.5-3 million VND/logo, and paste them as stickers. identification signs when being checked by traffic police or traffic police.

Defendant Thoi and his accomplices “refined” traffic police and traffic officers on average, nearly 2.8 billion VND/month. The total amount, according to the file, defendant Thoi paid 5 billion dong in bribes, illegally obtained 1.3 billion dong. And Le Thi Cam Van paid a bribe of 477 million dong, benefiting 1.6 billion dong.

Thoi actively raised the issue, discussed and agreed with Nguyen Canh Chan on the protection of overloaded vehicles with the logo “Thanh Do Garage”. The prosecutor’s office determined that defendant Nguyen Canh Chan received 1.26 billion VND. This former traffic policeman used 960 million VND to broker bribes, the rest was used for personal purposes.

In court, the defendants admitted the crime, and at the same time, asked the court to reduce the punishment.

The representative of the People’s Procuracy of Ho Chi Minh City, who holds the right to prosecute at the court, said that the agency conducting the lawsuit should propose the competent unit to have a plan and solution to rectify the state management of ensuring order and safety. all road traffic. A representative of the City People’s Procuracy said that there are still cases of overloading cargo. Violators have taken advantage of shortcomings in patrolling, detecting and handling violations.

The People’s Court of Ho Chi Minh City once tried the first instance and sentenced Nguyen Canh Chan to 8 years in prison; Nguyen Van Thoi 14 years in prison; other defendants from 1 year, 6 months to 10 years in prison. However, in the 2019 appellate trial, the High People’s Court in Ho Chi Minh City found that the case showed signs of neglecting criminals (including many people involved in the crime). The official named in the indictment was not criminally prosecuted for the crime of “Receiving bribes”), so the sentence was canceled for additional investigation.

By 2021, the Ministry of Public Security will complete the investigation conclusion with the conclusion that the law is not enough, and there is not enough basis to consider criminal liability for the act of accepting bribes against many traffic police officers.
