Vietnam Social Security provides guidance on payment of health insurance premiums for medical examination and treatment by ordering or borrowing machines

The Vietnam Social Insurance has just issued Official Letter No. 1379/BHXH-CSYT to the social insurance agencies of the provinces and centrally-run cities, the Ministry of National Defense Social Insurance, and the People’s Police Social Insurance on the payment of health insurance for technical services performed by machines lent or ordered by the winning chemical and materials contractor.

The official dispatch clearly states that the Vietnam Social Security has just received Official Letter No. 2633/BYT-KH-TC from the Ministry of Health giving comments on the payment for technical services performed by machine by the winning chemical contractor. materials for lending or ordering machines to replace Official Letter No. 2348/BYT-KH-TC dated May 9, 2022 on the annulment of Official Letter No. 2009/BYT-KHTC dated April 12, 2018 of the Ministry of Health.

Previously, the Ministry of Health abolished the content “after the contract expires, if it continues to perform, it must clearly state in the bidding documents that the winning unit is responsible for supplying the machine” in Clause 3 of Official Dispatch No. 2009/ BYT-KHTC mentioned above.

At the same time, the Ministry of Health asked Vietnam Social Security to guide the payment of technical service costs on machines lent or ordered by the winning unit for materials and chemicals according to the contractor selection results already approved by the Ministry of Health. approved by competent authorities in accordance with the Law on Bidding; the time limit for performance is in accordance with the time limit of the contract for procurement of materials and chemicals.

The Vietnam Social Security Administration transferred Official Letter No. 2633/BYT-KH-TC of the Ministry of Health to the Social Security of the provinces, the Social Security of the Ministry of Defense, the Social Security of the People’s Police to organize the implementation, and at the same time requested the social insurance of the provinces to carry out the assessment. pay the costs of technical services in accordance with the provisions of the Law on Health Insurance and the Government’s Decree No. 146/2018/ND-CP dated October 17, 2018 detailing and guiding measures to implement a number of articles of the Government. of the Health Insurance Law.

Also in this document, in order to ensure the provision and payment of medical services in accordance with regulations, the Vietnam Social Insurance requested the Ministry of Health to soon issue a document to direct and guide the units to have plans and roadmaps for implementation. currently converting borrowed machines, machines located by companies at medical examination and treatment establishments to the forms specified in Decree No. 151/2017/ND-CP dated December 26, 2017 of the Government detailing a number of articles of the Law on management and use of public property.

At the same time, clearly stipulate that medical examination and treatment establishments are responsible for the legality and quality of medical services provided and used for patients.
