The investigation was quickly conducted by the traffic police force, thereby identifying the owner of the vehicle as Hoang Gia V (SN 1999; residing in Do Son district, Hai Phong city).
After being summoned to work, the owner of the vehicle admitted that it was the driver of the car 15A-705.XX that was driving in the opposite direction on the Noi Bai – Lao Cai highway: “Early in the morning, I picked it up. Passengers from Hai Phong to Lao Cai, when driving through the intersection of Lu Street, turn left to pass 2 other cars. After passing, I discovered that my car was going on a road with no barriers, only yellow painted lines. After going a little further, I discovered that my car was going in the opposite direction, “driver V said.
Driver V. added that, after detecting the vehicle going in the opposite direction, he turned on the emergency warning light and went close to the median in the middle of the road. In the process of moving in the opposite direction, driver V. avoided about 10 other cars. After about 15km, driver V. just turned the car in the right direction to Hanoi because he was not familiar with the road and at that time it was raining lightly and it was quite dark. There were two passengers in the car at that time, which the driver was carrying.
Team 1 added that, in addition to the violation of running in the opposite direction of the highway, the unit is also verifying that the driver installed a blue LED light in the rear license plate, causing the monitoring system to cause color confusion when recorded. license plate of official vehicle.
According to Decree 100/2019/ND-CP amended and supplemented in Decree No. 123/2021/ND-CP, driver V’s act of running in the opposite direction on the highway will be fined from 16 to 18 million VND , stripping driving license from 5 to 7 months.
