However, for some reason, Mr. Zhou was released on bail that same night. Ms. Yang felt that after that day, no one did the ideological work for Zhou and no one made him realize the seriousness of the problem, so he became more and more aggressive from time to time.

A year ago, Ms. Duong didn’t know what a personal safety order was. On the third day after being pushed down, a girl from the neighborhood committee gave her a phone number for a domestic violence shelter and an application for a protection order. At that time, she just awkwardly stuffed it into her pocket.

Until January 23, 2022, Zhou threatened to burn the house again and Ms. Yang went to the Women’s Union. She said a few harsh sentences, saying that they had not come up with a strong solution for her safety for a long time. The union then put her in touch with the court. At nearly 4 p.m., Ms. Duong’s application for a personal safety order was accepted.

Currently, the Hongkou District Court, Shanghai has established a green channel for domestic violence cases. Judge Cao said that domestic violence involving the elderly, children and other vulnerable groups needs to be dealt with promptly.

Cao also believes that Mr. Zhou’s frequent threats to Ms. Yang is also a form of domestic violence.

Applying for a protective order is not entirely positive for restoring relationships between family members. But it gives hope that a third party will be present to mediate and help the insiders resolve conflicts.

Like Duong Thanh Lan, she was very grateful when Judge Cao personally went to her home to talk with Mr. Chu and met with local mass organizations to find a way to protect her. That helps her feel safe.
