The authors suggest that the first step to ending the war is to stop all arms deliveries, and add that Germany should convince Ukraine to stop military resistance and instead opt for a political solution.

They proposed declaring a number of Ukrainian cities – including Kiev, Kharkov and Odessa – “open cities”, meaning that they agreed to forgo all defensive efforts in order to be assured that no Fighting takes place here. As such, these cities will avoid destruction and civilian casualties.
