The project management board of capital construction investment in Nghi Xuan district (investor) said that the project has a total investment of more than 370 billion VND, deducted from the central budget and mobilized other lawful sources.
Authorities assessed that the investment in upgrading Nghi Xuan dike is urgent. This area has a population of tens of thousands, and the dike route will ensure safety in the rainy season and protect people’s lives. In addition, the dyke will promote the development of economic, agricultural, industrial, service and transport sectors in the coastal area.

Started in 2019, the first phase of the project is 5 km long, connecting from the Xuan Hoi – Thach Khe – Vung Ang coastal road to Song Nam village, Cuong Gian commune, completed and put into use in October 2020. . The second phase connecting from Song Nam village, Cuong Gian commune, to the end point is Co Dam commune, which has just been planned and planned, but has not yet set a time for implementation.
Over the past year, the project has been unfinished, forming a dead-end dike route. Vehicles coming here must turn left down provincial road 547 about 2 km from the dyke to continue the journey.

Mr. Nguyen Thanh, 52 years old, residing in Cuong Gian commune, said that when the construction started, people were very happy, because the dike helps to limit damage caused by natural disasters. Up to now, the dyke is unfinished, everyone is disappointed, in the rainy season, fear of water overflowing into the village.
“Motorcycles and cars traveling on the dike to a dead-end road must brake urgently, turn left, or turn around because they cannot move forward. This area does not have a lighting system, at night, if drivers are not familiar with the road, it can easily happen. accident,” Mr. Thanh said.
According to Mr. Tran Huu Tan, deputy director of the Project Management Board for capital construction in Nghi Xuan district, construction is in progress due to lack of capital. The district has sent a document to the province requesting the allocation of capital for the second phase, but it depends on the public investment plan, when the new capital plan will be implemented.

The chairman of Nghi Xuan district, Mr. Le Anh Dung, said that this made the project ineffective and wasted the investment in construction. Receiving recommendations from the district, Ha Tinh province reported to the Central Government but no results.
