The auction organization is the Police Department of the province or city directly under the Central Government, which organizes the auction of number plates according to the decentralization of vehicle management registration. Regarding the form of auction, the Ministry of Public Security assigns the provincial-level Public Security to sign a contract to hire an asset auction organization that has an online auction website to organize an online auction.
Notably, the determination of the starting price is divided into 2 zones, with different prices.
Region 1 (Hanoi and HCMC): Starting price = 2 times the highest applicable local registration fee.
Region 2 (remaining localities): Starting price = 10 times the highest applicable local registration fee.
The auction winner has the right to sign a contract with the auction agency to establish the right to use the winning number plate.
When transferring a car, the auction winner is entitled to keep the number plate to register for another car owned, also known as the “passenger number plate”. When changing the permanent address of the place of residence in another province or city, the auction winner is not required to return the winning number plate.
