In a new thematic report on online public services (DVCTT), the Ministry of Information and Communications has once again emphasized the point: Digital government must be people-centered; People’s satisfaction with services is a measure of the effectiveness of digital government.

Implementing the orientation of digital government development, digital transformation, over the past time, ministries, branches and localities have made efforts to provide digital services, especially high-level digital services. Up to now, all ministries, branches and localities have had electronic portals and public service portals to provide information and public services to people and businesses; especially more than 97% of eligible public services have been delivered online level 4.

In the opposite direction, Quang Tri, Hai Phong, Kon Tum, Bac Kan, Dak Nong are the 5 provinces and cities with the lowest percentage of online services arising from online records.

For the online processing rate, HCMC, Hoa Binh, Quang Ninh, Ninh Binh and Bac Giang have the highest rates. Meanwhile, this rate of 5 provinces including Hung Yen, Dong Nai, Nghe An, Bac Lieu and Quang Binh is very low, only from 2.72% to 5.76%.

However, the Ministry of Information and Communications also pointed out that, although very important results have been achieved, the efficiency of using public services is still not high, and the number of documents processed online is still limited. As of April 2022, the national average online application rate was only 24.89%.

Improve efficiency in providing high-level online public services

Recently, some localities have implemented solutions to improve the efficiency of using public services. Specifically, to encourage people and businesses to choose to carry out administrative procedures in the online environment, last year, Ho Chi Minh City applied a 50% reduction in fees for using high-level public services with 6 types of service fees. service.

Learning from the experience of Ho Chi Minh City, this year, Quang Nam applies a policy of reducing 50% of the collection rate with 8 types of fees and 5 types of fees for those who request to settle administrative procedures through level 3 public services. , 4 in the province.

With Hoa Binh, in mid-February, the People’s Committee of this province has decided to assign the target of the proportion of online processed documents arising out of the total number of administrative procedures for 27 departments, agencies and sectors. and People’s Committees of districts and cities. Accordingly, in 2022, all 17 departments, branches and 10 People’s Committees of districts and cities of Hoa Binh need to bring the rate of documents processed online to 55%.

Then, in mid-March, the People’s Committee of Khanh Hoa province also made a decision to assign the criteria for documents to be received and processed online at levels 3 and 4 to departments, branches and localities in 2022. The assigned targets to each commune, ward and township level, in which: Targets for specialized units under the provincial People’s Committees reach at least 45% – 50%; the target for specialized units under the district People’s Committee is at least 35% – 40%; and the target for specialized units under the People’s Committees of communes, wards and townships is at least 25% – 30%.

Most recently, on April 15, the People’s Committee of Thai Nguyen province also assigned the quota of online processing documents at level 4 to departments, departments, branches and localities in the area. Accordingly, the rate of online processing dossiers at level 4 for administrative procedures with dossiers of departments, agencies and localities in 2022 must reach 55% or more.

In order to improve the efficiency of providing information and communication services in the coming time, the Ministry of Information and Communications recommends that the Government soon consider and sign a Decree regulating the provision of information and information services by state agencies in the online environment as an alternative to Decree 43 in 2011, thereby creating a legal environment to promote the development of e-Government towards a new digital government.

The Ministry of Information and Communications also suggested that ministries, branches and localities continue and urgently implement solutions to improve the efficiency of providing public services, including reviewing and standardizing administrative processes and procedures to ensure the provision of level 4 public services; effectively exploit data from national databases, especially the National Population Database so that people only have to provide data once when performing public services.

In addition, ministries and provinces also need to continue to study and issue policies to encourage the use of high-level public services; organize propaganda, raise awareness, foster, train and support people and businesses to effectively access and use the public services provided by state agencies.
