Borrow from a bank to build an inn, should or not

I borrowed 1.4 billion dong from the bank, paid in 10 years. Husband and wife are both 37 years old, no children, this year planning to do IVF. My husband has another 200 million dong bank loan to take care of the children and do business at the same time. Should I risk to borrow money to build a motel in the current situation? My land is only five meters wide, according to the law where I bought it, it is not allowed to build a motel with that width. Is there a way to build an inn without spending too much money in this case? How to build the most economical but later go up another floor without having to dam it and rebuild it?
