Businesses only take about 15 seconds to declare chemicals and receive electronic results

The results of the implementation of the online chemical declaration service level 4 of the Ministry of Industry and Trade have just been introduced by the Ministry of Information and Communications, the standing agency of the National Committee for Digital Transformation, to ministries, branches and localities to demonstrate. evidence of the effectiveness of online public service delivery.

The chemical declaration procedure has been implemented by the Ministry of Industry and Trade in the form of public service since 2008. However, the result of administrative procedure settlement is a written confirmation, which is still issued in paper form.

In order to create favorable conditions for people and businesses, the Ministry of Industry and Trade has in turn shortened the time for issuing certificates of chemical declaration from 7 days to 5 days. electronic results immediately after submitting the application through the National Single Window.

Specifically, from mid-January 2018, all units declared imported chemicals through the National Single Window. The declared information will be automatically transferred to the system of the Ministry of Industry and Trade and automatically replied through the National Single Window Portal to the declaring organizations and individuals and the customs authority.

According to this regulation, the chemical declaration procedure is made simple and fast (24/24h and at any location), enterprises do not have to directly submit the hard copy at the Ministry of Industry and Trade and Customs. Results are automatically responded to immediately after the organization or individual submits the application, without wasting time traveling, waiting for the results – reduced from 5 working days to 0 working days. From the time the business submits the application to the time the result is received, it is only about 15 seconds, depending on the transmission line conditions.

On the part of state management agencies, the Ministry of Industry and Trade does not have to enter data manually, reducing printing and record keeping costs. Customs Sub-Departments at border gates can also look up chemical declaration information of enterprises via the Internet.

According to the assessment of the Ministry of Information and Communications, the Ministry of Industry and Trade is one of the typical ministries and branches in implementing digital services nationwide, not only ensuring the maximum provision of level 4 digital services but also implementing many measures and solutions. to improve the efficiency of using public services, taking people and businesses as the service center.

Statistics from the Ministry of Information and Communications from January 1 to April 30 show that the Ministry of Industry and Trade is in the Top 3 ministries, industries with the highest online processing rate, along with 2 other ministries, the Interior and Health.

Regarding the implementation method, in June 2021, the Ministry of Industry and Trade issued a decision approving the Ministry’s List of public services. From August 2021 until now, the public service portal of this ministry at dichvucong.moit.gov.vn has provided 228 level 4 public services, early completing the goal of providing 100% of level 4 public services in 2021, increase the number of services nearly 4 times compared to 2020.

The Ministry of Industry and Trade has also integrated 131 public services on the National Public Service Portal. In 2021, the Ministry of Industry and Trade’s Public Service Portal exchanged 1,164,552 sets of electronic documents with the National Public Service Portal.

Along with that, more than 40,000 enterprises participated in making declarations on the Public Service Portal of the Ministry of Industry and Trade. The total number of electronic records in 2021 is 1,617,249 records, equivalent to more than 99% of the total number of records sent to the Ministry.

Notably, the Ministry of Industry and Trade has assessed the quality of administrative procedures on the Public Service Portal of the Ministry of Industry and Trade. As a result, 100% of dossiers are resolved on time or before the deadline; 100% of people and businesses rate the quality of administrative procedures by the Ministry of Industry and Trade as very good.

On April 29, the Ministry of Industry and Trade issued the Ministry’s Digital Transformation Program for the period of 2022 – 2025, which determined to continue promoting IT application and e-Government development at its units on the basis of administrative reform, putting people and businesses at the center, implementing digital transformation in a holistic and comprehensive way. The program sets a target that the settlement rate according to the level 3 and 4 of the total dossiers will reach 80% or more; integrate 50% or more of the Ministry’s level 3 and 4 public services with the National Public Service Portal; and at least 90% of people and businesses are satisfied with the handling of administrative procedures…
