Hanoi – Hai Phong Expressway refuses to collect manual tolls

The Directorate for Roads of Vietnam (Ministry of Transport) announced that from June 1, 2022, it will officially pilot 100% of non-stop electronic toll collection (ETC) for vehicles moving on the Hanoi – Hai Phong highway. and the functional forces will severely penalize vehicles that are not qualified to intentionally travel.

In order to ensure traffic safety during the implementation of automatic non-stop toll collection on the Hanoi – Hai Phong highway, the Directorate for Roads of Vietnam, the Traffic Police Department (Ministry of Public Security), the Development Corporation Vietnam Infrastructure and Financial Investment (VIDIFI) also inspected the scene of traffic organization implementation for piloting the application of non-stop electronic toll collection on the Hanoi Expressway. – Hai Phong (new National Road 5).

Director General of the Directorate for Roads of Vietnam Nguyen Van Huyen affirmed: “Currently, the highway toll collection system for the Hanoi – Hai Phong expressway is legal, infrastructure, and signage systems. paint on all entrances, exits, and exits, eligible exclusively for non-stop automatic toll collection routes.

After the inspection, the mission agreed to strengthen more propaganda signs in front of the rams in and out as well as the entrances to the main route of NH5.

Specifically, there will be at least 3 notices of vehicles to help them detect them, which will help drivers who have not had time to stick the automatic toll card without stopping to stick the card right at the guide points or the owners. Vehicles that do not want to join the automatic toll collection expressway without stopping can return to other routes such as the old National Highway 5 and Route 38 to ensure that vehicles participating in traffic have the right to choose.

According to the Directorate for Roads of Vietnam, the non-stop toll collection on the Hanoi – Hai Phong highway has been piloted since the beginning of 2022, so far it has reached 6 months.

Therefore, the Directorate for Roads of Vietnam will terminate from June 1, 2022, to implement automatic toll collection without stopping, only for 1 lane for vehicles with trouble, and all 32 lanes for automatic toll collection. don’t stop. Vehicles that do not qualify will be fined according to Regulation 100 and Decision 19 of the Government.

Drivers may be deprived of the right to use their driver’s license

Regarding the penalties for vehicles that are not eligible to enter the Hanoi – Hai Phong expressway from June 1, 2022 as follows:

According to Clause 3, Article 2 of Decree 123/2021/ND-CP, effective from January 1, 2022, stipulating: “A fine of between VND 1 and 2 million shall be imposed on vehicle drivers who are not eligible to collect tolls according to regulations. the ETC form goes into the dedicated lane to collect tolls in the form of ETC at tollgates.

Vehicles that are not eligible include: Vehicles without a terminal tag (vehicles that have not been affixed with a toll card that do not stop) or vehicles with a non-stop toll card that the amount in the toll account is not enough to pay when crossing the lane. fee.

In addition, driving wrongly into the ETC lane at toll stations will also be subject to an additional penalty of deprivation of the right to use the driver’s license for 1-3 months.

Currently, the service of toll collection via card of Automatic Toll Collection Co., Ltd (VETC) has been connected with BIDV and Vietcombank to automatically set a limit for vehicle owners when the traffic account is not enough. automatic toll lane.

Customers using accounts of BIDV and Vietcombank can set a connection limit to deduct money from their bank account by registering for automatic debt accumulation service, to limit. When the traffic account runs out of money, the bank will automatically push the money to the vehicle owner without interruption of service.

Following the direction of Deputy Prime Minister Le Van Thanh on the implementation of a non-stop electronic toll collection system for road use (ETC), from June 1, 2022, Hanoi Expressway – Hai Phong will pilot ETC toll collection at 32/62 toll lanes belonging to 6/6 toll stations on the route.

6 toll stations on the route include: toll station at the beginning of the route, toll station at National Highway (QL) 39, toll station for QL38B intersection, to toll station for QL10 intersection, toll station at the end of the route and TL353 station. At each station, 1 lane/way of traffic will be maintained to handle vehicles having problems during the toll collection process.
