Specifically, the Prime Minister asked the Ministry of Education and Training to take full responsibility for the exam. Accordingly, directly promulgating guiding documents, guiding and implementing the plan to organize exams and enroll students in universities and colleges majoring in Early Childhood Education; take responsibility for exam questions for the exam; provide accurate, complete and timely regulations and necessary information about exams and enrollment.

Along with that, promoting the application of information technology to serve the organization of exams, enrollment and marking multiple-choice tests by computer uniformly nationwide to ensure accuracy and safety; organize inspection and examination.

The directive also requires the Ministry of Education and Training to direct higher education institutions to publicly announce their schemes and enrollment methods before candidates register for the exam and register for admission, and prepare conditions for implementation. Currently, enrollment is guaranteed to be fair and transparent.

Create favorable conditions for students to travel, eat and rest

The directive clearly states that the People’s Committees of the provinces and centrally-run cities are fully responsible for the organization of the local exam. Specifically, ensure safety, seriousness and quality of the following stages: organizing exam registration, printing copies of exam questions, reviewing exams, marking exams, inspecting, testing, announcing exam results, reviewing exams and high school graduation recognition.

At the same time, fully prepare the conditions of human resources, facilities and equipment to organize the exam in the locality; allocating funds from the local budget to organize the exam; ensure regulations on epidemic prevention and control, hygiene, food safety, security and order, develop a plan to organize exams for candidates affected by the Covid-19 epidemic.

Create favorable conditions for travel, meals and accommodation for candidates and their relatives at all test sites; mobilize and support candidates who are children of poor households, remote and isolated areas, candidates with disabilities, and candidates residing in areas affected by natural disasters and epidemics to take the exam, not allowing candidates to participate in the exam. who had to drop out of the exam because of economic difficulties or travel when taking the exam. In the event of a force majeure situation, it should be handled promptly and in accordance with reality, ensuring maximum benefits for candidates.

In addition, organizing inspection and examination of preparation and organization of exams according to the guidance of the Ministry of Education and Training and the Government Inspectorate to ensure absolute safety, honesty, and no errors. , negative, violating regulations.

The Prime Minister also requested the Ministry of Labour, Invalids and Social Affairs to issue documents directing and guiding the enrollment of students at all levels of vocational education; direct vocational education institutions to publicly announce enrollment schemes and methods before candidates register for exams and register for admission; prepare conditions for enrollment to ensure fairness, transparency and efficiency.

The Ministry of Public Security directs professional units and the Public Security of provinces and centrally-run cities to closely coordinate with the Education sector to implement measures to ensure security and safety for the exam.

The Ministry of Health needs to closely coordinate with the Ministry of Education and Training to develop a plan to organize exams for candidates affected by the Covid-19 epidemic; directing central and local medical facilities to take measures to ensure epidemic prevention and control, medical examination and treatment for candidates and those taking part in the exam.

The Ministry of Information and Communications directs telecommunications businesses to support telecommunications infrastructure for the exam.
